Reporting to the Director of Finance, this position is responsible for the management of the capital portfolio, including planning activities, operational management of the capital budget, oversight of the assets administration and the closure of projects. This position is responsible for all aspects of the tracking and governance of the Portfolio and Capital budget.

The incumbent will facilitate budget approval and governance meetings, review and asses the behaviour of a portfolio of over 250 projects, and advise on capital reallocation with evolving organization goals, market opportunities and threats.

This position works with all departments in the company and provides on-going coaching and support to project managers on financial forecasting, asset management, project management and spending optimization.

Specific Accountabilities

  • Measure and monitor the capital envelope by gathering actuals and monthly outlooks, understand and articulate the different changes and pressures on the budget and lead the year end adjustments to reach a target spend.
  • Continuously review, reallocate, reprioritize, and optimize the portfolio to ensure ongoing alignment with evolving organization goals, market opportunities and threats.
  • Initiate and co-ordinate the annual capital budget planning by gathering, summarizing and presenting departments needs to review with the Executive Portfolio Management Team and preparation of Board materials.
  • Optimize the metrics, targets, scorecards, dashboards and systems used for capital portfolio monitoring.
  • Provide regular portfolio reviews to the Portfolio Management Team of Directors and Executives. Collaborate with key stakeholders such as the CEO, CFO and other critical roles regarding strategy alignment, portfolio performance, risk analysis, and capital allocations.
  • Support and coach project leaders and project managers in following governance processes, in optimizing their capital expenditures and organizing their yearly forecast.
  • Develop strong working relationships and conduct regular reviews and training if needed, with each team using capital funds to ensure the effective use of the processes and tools.
  • Support and contribute to the asset management efforts by integrating it in the projects closure governance and in the assets management governance.
  • Update and adapt the capital policy following the governance needs.
  • Participate in program and project reviews to reflect support, leadership, and involvement in decisions.
  • Provide leadership, direction, coaching, development, performance management (including but not limited to the performance appraisal process, discipline/Work Plans or Attendance Management Program when required) to a direct report.
  • Participate fully in our organizational health and safety programs, adhering to all safe work practices and procedures and staying focused on continuous improvement. In addition, ensuring all Accident Prevention Program (APP's) training, all Code of Business Conduct (CoBC) training, and all other Occupational Health and Safety (OHS) training are completed on time.
  • Timely completion of all administrative tasks including, but not limited to time reporting, expense reporting and submission of corporate card statements, as applicable.

Knowledge And Skills Required

  • Bachelor's Degree in Business, Economics or Engineering, or a professional finance or accounting designation, such as Chartered Professional Accountant (CPA) or Chartered Financial Analyst (CFA).
  • Three to five (3-5) years of experience in project management.
  • Three to five (3-5) years of experience in capital portfolio management, complemented by experience leading analysts or special project cross-functional teams.
  • Detailed knowledge of capitalization ruling, accrual accounting, finance management and reporting. Detailed knowledge in asset depreciation and management.
  • Excellent working knowledge of Microsoft Excel with the ability to create well-organized and flexible templates and models.
  • Good knowledge working with Power BI, creating and maintaining a model relying on multiple sources of live data.
  • Exceptional analytical, data analysis and problem-solving skills, with exceptional attention to detail.
  • Ability to analyze and manipulate significant amounts of data.
  • Excellent communication, interpersonal, organizational, planning, project management and facilitation skills with the ability to recommend the best option to higher management level.
  • Previous use of an ERP system such as SAP would be considered an asset.
  • Knowledge of the elements of a health & safety program will be considered an asset.
