Reporting to the Chief Financial Officer and VP of Corporate Services, this position is responsible for the organization's business decision support (BDS) activities. This is accomplished by managing the systems that create economic models that evaluate profitability and financial impact analysis to support the decision-making process, contributing significantly to the corporation's overall strategic planning.

The BDS team produces all costing attachments for regulatory filings and is responsible for ensuring compliance with the telecommunication regulatory framework and maintaining an up-to-date costing model.

This position coordinates the preparation of business case proposals and business decision recommendations. This involves managing cross-departmental communications and relationships and gathering critical data to support the studies prepared by the team.

Specific Accountabilities

  • Lead and develop the Business Decision Support team in creating, using, and updating the economic models that will be used to assess project financial studies in support of the decision-making process. This will include elements of cost accounting, actuarial science, and global financial knowledge to understand the general structure of the economic model.
  • Influence and advise decision-making groups based on the economic studies' results and an understanding of the company's general strategic positioning on both internal and regulatory approaches.
  • Develop and maintain strong working relationships with subject matter experts within Product Management, Technology Development, Network Planning and Operations to understand network technology, provisioning practices and organizational capabilities that will be factored into the cost models for business decision support.
  • Lead the costing assessment of regulatory proposals and other filings for the CRTC on a broad range of topics as required. Provide answers to all cost-related Request for Information requested by the CRTC.
  • Provide costing support and consultation services to all lines of business including economic costing and methodology support to Northwestel Finance and Regulatory teams.
  • Organize training on the economic modelling methodology to foster financial acumen in the company and promote the use of profitability studies in decision-making processes at all levels.
  • Identify opportunities that require Business Decision Support tools and analysis and bring it to the attention of senior management and the Executive.
  • Collaborate with key stakeholders, such as the President, Vice Presidents, and senior leaders, regarding regulatory, strategy, risk analysis, and information gathering to support decisions.
  • Interact with Bell regarding best practices for costing and regulatory files regularly.
  • Select and provide leadership, direction, coaching, development, and performance management (including but not limited to the performance appraisal process, discipline/Work Plans or Attendance Management Program when required).

Participate fully in our organizational health and safety programs, adhering to all safe work practices and procedures and focused on continuous improvement. In addition, it is essential to ensure that all Accident Prevention Program (APP) training, all Code of Business Conduct (CoBC) training, and all other Occupational Health and Safety (OHS) training are completed on time.

  • Timely completion of all administrative tasks including, but not limited to, time reporting, expense reporting and submission of corporate card statements, as applicable.

Knowledge and Skills Required

  • University degree in Economics or Engineering, professional finance or accounting designation, such as Chartered Professional Accountant (CPA) is preferred.
  • Five to seven (5-7) years of experience in costing, economic costing studies and financial modeling. A professional background in engineering systems is an asset.
  • Three to five (3-5) years of experience leading a team of business intelligence analysts or similar roles or leading unique project in collaboration with cross-functional teams.
  • Detailed knowledge of incremental costing and economic principles related to costing, including concepts of time value of money and economic evaluators such as Net Present Value (NPV), payback period, rate of return, cost of capital, etc. Experience in assessing the results and reasonableness of the project
  • Excellent working knowledge of Microsoft Excel with the ability to create well-organized and flexible templates which link to existing evaluation tools.
  • Exceptional analytical, data analysis and problem-solving skills, with exceptional attention to detail.
  • Excellent communication, interpersonal, research, organizational, planning, project management, presentation and facilitation skills with the ability to convey ideas effectively to non-financial/economic managers at all organizational levels.
  • Ability to analyze and manipulate significant amounts of data.
  • Knowledge of the elements of a health & safety program will be considered an asset.
