TELUS' Health Network System (HNS) team is seeking a Technical Architect to design and implement HNS application and solution changes, including Benefit Program Client Services (BPCS) application changes, development of an Application Programming Interface (API) layer, HP Nonstop Online Transactional Processing (OLTP), COBOL or Java batch jobs, and migration to a Cloud Platform. You will plan products for the HNS hardware and network infrastructure on-premises and in the Cloud with specific work toward application design, pre-architecture design, third-party tools, security/reliability, management, and automation.

Here's how

  • Lead the HNS team in client engagements with the Ministry of Health's Ontario Drug Benefits Program ("Business Client") and provide subject matter expertise in Solutions Architecture
  • Design application solutions based on the Business Client's requirements
  • Provide guidance and the solutions design to the HNS Development team related to the changing of existing or developing new products
  • Accountable for the architecture design of HNS solutions, e.g. BPCS, API Layer, OLTP, batch jobs, and Cloud Migration.
  • Develop reference architectures documentations for all applications and IT infrastructure changes
  • Mentor development teams on best practices

Qualifications


You're the missing piece of the puzzle

  • Bachelor's degree in Computer Science, Information Systems or related field, or equivalent work experience
  • 10+ years of progressive IT experience in enterprise applications/architecture
  • Advanced level experience in database, e.g. writing SQL statements, ETL
  • Categories of technology that you should have a good understanding and/or hands-on experience with:
    • Application / Product development, deployment & operations;
    • API development and management
    • DevOps / SRE / automation
    • System/database performance management
    • HL7 FHIR Integration Standard and architect
  • Minimum five years of experience performing Security and Privacy Impact Assessments on an IT Infrastructure and solutions
  • Solid understanding and experience in ITSM best practices
  • Flexibility to take on responsibilities outside of an Architect
  • Extensive client relationship experience, presentation, and interpersonal skills

Nice to have skills

  • HP Nonstop OLTP solution experience
  • Configure and support NonStop ODBC/MP and ODBC/MX (Open Database Connectivity) components
  • DBA experience with expert-level knowledge of SQL, ODBC/JDBC, SQLCI and MXCI
  • Programming experience using COBOL, Java, or .NET
  • Ontario Drug Benefits workflow experience, e.g. client onboarding, Management Benefits Structure, Trillium Program Renewal Process, Recipient/Agency Payment Program
  • Good understanding of CPHA standard
  • Experienced in Pathway Server, Viewpoint/EMSA, ETDS
  • Experienced in deploying/operating applications into the GCP or AWS Cloud
  • Good understanding of networking fundamentals (subnets, routing, DNS, etc.)
  • Experience working with the Government of Ontario and familiarity with the GO-ITS is highly desirable

Advanced knowledge of English is required, because you will, most of the time, interact in English with external parties (clients, suppliers, candidates, external partners, etc.), interact in English with internal parties (colleagues, internal partners, stakeholders, etc.), as part of this position's main responsibilities, given its national scope.
