Bring your expertise, passion and enthusiasm for technology and the public good to the Office of the Information and Privacy Commissioner of Ontario (IPC) and contribute to important public policy discussions about data privacy, security and access rights for Ontarians.

Your expert ability to research, analyze and communicate the impact of technologies will support IPC projects focused on diverse areas including: the responsible development or deployment of government technologies, such as those associated with cybersecurity; artificial intelligence; privacy enhancing technologies, and more. You will also support the IPC in reviewing and providing advice to regulated organizations, develop public education materials, and assist the IPC's Tribunal in its cyber investigations.

The IPC is an independent officer of the Legislative Assembly of Ontario, and with oversight responsibility for Ontario's access and privacy laws, including the Freedom of Information and Protection of Privacy Act, the Municipal Freedom of Information and Protection of Privacy Act, the Personal Health Information Protection Act and the Child, Youth and Family Services Act, 2017.

We are currently recruiting for up to two positions.

Salary: $100,293 - $141,362 annually

What can I expect to do in this role?

Independently and as part of a team, you will:
• Conduct technical analyses of varying types of technologies, and otherwise provide advice and support to the IPC's Tribunal with regards to complaints, investigation, and appeals;
• Review and evaluate the technological aspects of proposed public sector information systems, programs, and initiatives;
• Conduct research and analysis on leading edge information technologies in support of the work of the IPC;
• Identify and analyze trends in cybersecurity threats and risk mitigation measures, and contribute to developing the IPC's cybersecurity review capacity;
• Identify and analyze potential impacts of emerging information technologies (e.g., privacy enhancing technologies, artificial intelligence, novel government technologies) and contribute to the IPC's capacity to evaluate the lawful use of these technologies;
• Develop and deliver guidance or educational materials for IPC staff, external parties and Ontarians on topics such as cybersecurity, artificial intelligence technologies, privacy enhancing technologies, surveillance technologies, or data access issues;
• Provide advice, support and technical analysis in access and privacy complaint investigations and appeals;
• Participate in strategic planning initiatives;
• Prepare briefings for the Commissioners and senior staff on the potential impacts of current and emerging technologies on data access and privacy issues.

How do I qualify?

Mandatory

You will qualify for this position by demonstrating:

Technical and Policy Knowledge
• Extensive knowledge of current and emerging information technologies and their potential impacts on data access and privacy, especially those associated with cybersecurity and, also, artificial intelligence or privacy enhancing technologies.
• Strong knowledge of provincial, national, and international technical discussions concerning cybersecurity and, also, artificial intelligence or privacy enhancing technologies.
• Experience assessing or reviewing existing and emerging information and communication technologies.
• Experience in providing sound research, analysis, evaluation, and recommendations to expert and non-expert audiences.
• Experience drafting materials for use in education, training, publications, or conference materials, or experience conducting training sessions, speeches, presentations, or panels.
• Well-developed oral and written communication skills, and especially an ability to communicate in plain language.

Interpersonal and Relationship Management Skills
• Consultation, partnership and relationship management skills to establish critical business relationships and promote and influence strategic directions.
• Political acuity when providing relevant information to organizational leadership.

Analytical, Research and Project Management Experience
• Ability to plan and conduct extensive research and prepare written evaluations and recommendations.
• Ability to identify and resolve technology issues affecting the organization in achieving its objectives.
• Ability to identify technology risks and barriers to policy and program decisions.
Communications and Presentation Skills
• Well-developed oral communication skills to respond to issues and provide recommendations.
• Strong written communication skills to prepare reports and promote policy/program initiatives to internal and external parties.
• Experience using standard computer software applications (e.g. word processing, spreadsheets, presentation software) to research and prepare materials.

Asset Qualifications
• Ability to communicate (orally and in writing) in French.
• Relevant industry certifications (e.g., CIPP, CIPT, CISSP, CISA, CISM).
• Working knowledge of Ontario's public sector privacy laws.
• Experience:
o Conducting data breach investigations and recovery/mitigation activities
o Conducting privacy and/or security audits
