The incumbent is accountable for managing multiple project management teams consisting of Project Managers, Senior Project Engineers and integrated TTC and consultant project teams, as well as any assigned projects. These teams will be responsible for the coordination, implementation and management of multi-year, multi-discipline projects together with Metrolinx and other internal/external stakeholders to deliver the provincial expansion projects from inception, planning, design, procurement and construction through commissioning to project close-out. Projects may include the provincial priority expansion projects (Ontario Line, Line 1 Extension, Line 2 Extension, Line 5 Extension, other new transit lines, and automatic training control, etc. Prepares and oversees the Capital budget, and to ensure associated project financial accountability, contract and schedule management, and quality control and assurance. Using team building, broad engineering experience, general and project management skills, the incumbent is responsible for acquiring and directing the necessary resources for project teams and developing detailed strategic goals and objectives. Monitors and communicates project progress against the project plan, requirements, quality measures and milestones, and takes appropriate action to minimize the impact of deviations. Ensures timely reporting of financial and performance results including schedule, safety, human resources, and other management issues to TTC and government officials as appropriate. • Completion of a university degree in a related discipline, combined with training and experience applicable to the position.
• Extensive experience in the areas of general project management and engineering management of heavy construction and/or large multi-discipline projects.
• Registration as a licensed Professional Engineer or a similar professional designation in the Province of Ontario.
• Comprehensive knowledge of engineering principles and practices combined with a thorough knowledge of project management principles and practices.
• Well-developed knowledge of construction methodology principles and practices, construction contract law, construction methods and processes, contract administration and construction inspection, as well as pertinent Acts and Regulations (i.e. Construction Lien Act, Occupational Health & Safety Act, etc.).
• Well-developed knowledge of procurement models and practices, (i.e. Design Bid Build, Design Build, Progressive Design Build, P3, etc.).
• Well-developed knowledge of intergovernmental and inter-agency relations
• Sound knowledge of business administration, fiscal and human resources policies, and legislation/regulations regarding safety, human rights, employment, etc.
• Demonstrated experience in formulating project goals and objectives, and associated budgets both at high level and in detail.
• Act as a resource to provide consultation, direction, advice and guidance regarding construction site management issues and/or complex construction problems/issues in a timely and accurate manner.
• A valid Province of Ontario Class G driver's license.
