What can I expect to do in this role?

In this role, you will:
• Apply a range of complex data science/machine learning/statistical science techniques to uncover patterns, trends and anomalies in large scale data
• Develop statistical and machine learning models and automate processes to cleanse, integrate and evaluate large data sets from multiple disparate sources
• Apply advanced mathematical and statistical concepts and theories to query, manipulate and manage large data sets
• Utilize appropriate statistical data analysis, predictive modeling, and simulation tools to develop new predictive tools, including factor analysis, cluster analysis, similarity analysis, partial linear regression, classification techniques and other analytical methodologies
• Lead/participate in data science/machine learning/statistical science projects
• Assess potential usefulness and validity of new statistical approaches and data sources
• Develop briefing material and responses based on statistical analysis to information requests, inquiries from senior management (Deputy Minister and Assistant Deputy Minister Offices), senior political officials (e.g. Minister's Office) and corporate agencies (e.g. Treasury Board)
• Design visualizations, interactive graphics, dashboards and other products to communicate key analytical observations and insights, emphasizing clarity and accuracy of methodologies and degree of statistical support for conclusions
• Provide expertise on mathematical, statistical and machine learning concepts for the broader branch analytics team
• Identify and evaluate a wide range of existing and emerging methods, models, and algorithms
• Provide expertise and advice to the development of new methodological processes and tools, and apply innovative approaches to streamline analytical work
• Participate on ministry, inter-ministry and inter-governmental committees and working groups

How do I qualify?

Technical Knowledge

You have:
• Knowledge of data science, machine learning, mathematics, and statistical analysis methodologies, processes and procedures, and data mining and statistical modeling techniques in both classical statistical frameworks (frequentist, Bayesian) and machine learning frameworks (Tensorflow, PyTorch, Scikit-Learn, etc) to conduct analysis, identify trends, patterns and relationships in data, determine appropriate statistical tools for analysis/modeling, as well as interpret findings and present applications and implications of results
• Knowledge of business analysis techniques (e.g. Six Sigma) to find opportunities for the application of quantitative analytics
• Knowledge of prescriptive and predictive analytics, methodologies and techniques to analyze non-rectangular data and best practices to inform and influence short/long-term Ministry strategic priorities, policy and program development
• Ability to apply principles and application of causal inference techniques such as Instrumental Variables to isolate cause-and-effect relationships from program performance data
• An understanding of government and Ministry mandates and strategic priorities, as well as the scope of justice-related programs and policies to conduct analysis for evidence-based decision making and develop strategies, policies, programs, and initiatives

Analytical and Problem-Solving Skills

You can:
• Identify, evaluate, and implement a wide range of statistical and machine learning methods, models, and algorithms to develop more accurate, complete, objective and anticipatory analysis to guide decision making
• Provide direct support as well as general advice and guidance to the Ministry in ensuring methodological rigour of data science and analytics approaches
• Assess, ingest, integrate and analyze large-scale and varied data assets generated by disparate applications and processes

Performance Measurement and Project Management

You have:
• Knowledge of performance measurement principles and methods (e.g. logic modelling or benefit realization mapping), including strategic planning, monitoring, and reporting cycles to evaluate program or organizational performance using financial and non-financial measures and identification of evaluation factors, metrics, and outcomes
• Project management skills to plan, strategize and lead/participate in assigned projects/ studies from concept to implementation/recommendations

Consultation and Communication Skills

You can:
• Present highly complex methodological and statistical information to internal/external stakeholders
• Collaborate and exchange information concerning data gathering and data quality, discuss issues and support coordinated operations and projects
• Communicate key issues, explain critical analysis, liaise with branch staff, and contribute to internal capacity-building and training
• Develop complex documents/reports to support statistical and data analysis, prepare correspondence, reports, presentations, briefing materials and other program-related documentation
• Build networks and partnerships with other ministries and jurisdictions and develop effective linkages for consultations and projects

Computer Skills

You have:
• High proficiency with data science and statistical analysis environments (e.g. R, Python, SAS, STATA, MATLAB)
• Proficiency with data storage and retrieval environments (e.g. *SQL, NoSQL)
• Proficiency with data visualization techniques and business intelligence software programs (e.g. Excel, Power BI, Tableau) to synthesize complex analytical results into pictorial or graphical format and identify areas of improvement
• Proficiency with computer software programs including word processing, spreadsheets and database packages to assess data, conduct analysis and prepare reports and presentations
