Unity Health Toronto is embarking on a multi-year digital, clinical transformation project to implement a new electronic patient record solution across all sites. The Electronic Patient Record (EPR) project is a pillar of enabling exemplary patient experience and quality of care and therefore see this not as an information technology initiative, but as one founded in clinical transformation and care redesign.

Job Profile

The Department of Information Technology Application Services delivers an enablement and support role Unity Health Toronto. It pursues a cooperative and collaborative approach with both management and staff to deploy information technology and systems that support research, education, administrative and clinical operations. Reporting to the Director Enterprise Applications, the Senior EPR Database Architect (DBA) will utilizes expert knowledge to lead the research, design, propose, procure, deploy, install optimize and perform administration of Epic operational database environments and/or data warehousing environments. The role performs environment setup and configuration, proactive monitoring, and maintenance. The DBA will lead and confirm project requirements by studying user requirements and conferring with others on the project team. Such activities involve interaction with development and end-user personnel to determine application data access requirements, transaction rates, volume analysis, and other pertinent data required to develop and maintain integrated databases.

Main Responsibilities:
Database Design and Management
  • Lead and define best practice in the design, maintenance of database standards and guidelines.
  • Lead in the support of database management technology and its deployment and usage standards.
  • Lead and design best practice in database management in the optimal use of database management technology through creation and communication of standards.
  • In conjunction with internal leads and software vendors to determine most efficient and effective platform upgrade plans, and coordinate activities.
  • Perform in depth analysis, development and implementation of various disaster recovery methodologies and high availability techniques.
  • Work with IT leaders in the development of database utilization policies, procedures, security, backup, and recovery.
  • Prepare written proposals and presentation of viable strategy to determine how data will be optimally maintain and advance to meet technology trends.
  • Assess internal and external data and design blueprint to recommend appropriate plans.
  • Create and maintain inventory of database details in easily accessible format.
  • Working with technical and vendor leads to design and create back up plan to meet and support business continuing goals.
  • Collaborate with leads and colleagues to create data models in line with the organizational initiatives.
  • Leading assessment of existing data architecture and recommend strategies to align new technologies.

Issue Resolution and Maintenance

  • Database Management:
    • Oversee the day-to-day operations of databases, including installation, configuration, maintenance, and troubleshooting.
    • Monitor database performance, identify bottlenecks, propose implement necessary optimizations.
    • Collaborate with cross-functional teams to ensure data integrity and consistency.
  • Security and Compliance:
    • Implement and maintain security protocols to safeguard sensitive patient information.
    • Ensure compliance with industry standards and internal policies.
  • Performance Tuning:
    • Analyze capacity, performance to optimize system processes for efficient data retrieval.
    • Fine-tune database parameters and indexes.
  • Backup and Recovery:
    • Collaborate with cross-functional teams to develop and maintain backup and recovery strategies.
    • Design, plan and test to validate backup procedures regularly.
    • Participate in development and implementation of various disaster recovery methodologies and high availability techniques.
  • Capacity Planning:
    • Monitor and forecast database growth and plan for scalability.
    • Evaluate hardware requirements and recommend upgrades as needed.

Administrative and Project Planning

  • Provide coaching/mentorship to colleagues in the setup, configuration, and operational administration of various databases.
  • Knowledge on Database Architecture and ability to understand the need to redesign as per best practices.
  • Expert knowledge and understanding of DB architecture for workload configurations. Good understanding of the organization’s goals and objectives. Excellent interpersonal, written, and oral communication skills.
  • Perform analysis and prepare reports and business presentations to management as required.
  • Participate and collaborate in external/internal system audits and planning.
  • Collaborate in departmental tactical planning and project management with respect to reviewing and evaluating technical innovation and the impact it will have on the Hospital.

Performs cross functional and other duties as assigned and/or requested.

Qualifications:
  • Bachelor’s degree in computer science, Mathematics, Engineering, Business, or other related field from an accredited post-secondary institution and/or five or more years’ equivalent experience.
  • 5 years of hands-on experience in a database architect position.
  • 3-5 years of healthcare experience preferred.
  • 3-5 years of experience with large scale database implementation and operations.
  • 3-5 years of hands-on Linux and Unix experience, preferrable in an Epic system environment.
  • Experience with database analysis, design, and implementation, including experience working with end-users to gather and interpret requirements.
  • Strong Oracle and SQL skills in areas of server configurations expertise.
  • Knowledge of workflow concepts.
  • Strong knowledge of security policies applicable to database management and administration.
  • Good logical and objective analytical skills and ability to use sound judgment.
  • Understanding of PHI scope and sensitivities.
  • Good customer service and strong interpersonal skills.
  • Strong written and oral communication skills.
  • Ability to multi-task in a fast-paced environment.;
  • Strong analytical and problem-solving skills.
  • Strong investigation, prioritization, and organization skills.
  • Good change leadership skills.
  • Experience and comfort working in a multi-disciplinary and high-performance team environment, with colleagues representing technical, clinical, and medical expertise.
