What You Will Do

You will be responsible for supporting of the reporting, payments, billing, audit and budget processes on all matters of funding. You will handle confidential and time sensitive information related to Capital Projects and will also have significant involvement with the project teams and support areas for capital program initiatives. This role will interact with external parties such as funding partner staff and external auditors. The incumbent assists in providing necessary direction and coordination of the work of section staff engaged in associated activities.

You will provide analytical and accounting support for the TTC's capital program to build a transit focused city through funding partnerships with various levels of government and third parties. Provide support and oversight for various funding program requirements. assist the Funding Programs Coordinator in all subsidy matters with the TTC's funding partners. monitor and administer subsidy eligibility requirements with the City of Toronto, Province and Federal governments and other funding partners. You will provide support and direction on subsidy projections, billings and reporting requirements for senior management, TTC, City of Toronto, Federal/Provincial governments and other third party funding partners.

As the Senior Capital Funding Programs Analyst, you will monitor Capital Program Expenditures and Funding and provide support in relation to government and City representatives to co-ordinate periodic and ongoing audit requirements to address agreements and requirements of funding programs; assist in review and negotiation agreements to be established for the release of funding contributions under government and third party arrangements; monitor Federal and Provincial websites for funding program activities and announcements, and review government funding announcements to determine potential impacts on the city and the TTC.

In addition, you will maintain relevant project files and associated correspondence, research expenditure discrepancies on projects and initiates correction entries via accounts payable or journal vouchers to distribute the charges appropriately, review monthly journal entries booked for reasonableness of cost allocations including but not limited to Internal/External Audit, Overheads, Fringe Benefits (other employee costs); assist in the Engineering General and Administration cost allocations to all capital projects based on the distribution of activity by project and the direct incurred costs and provides direction on appropriate changes to properly allow for changes in organizational structure and to account for expansion type projects and provide guidance, direction and supervision to the Capital Funding Program Analyst who is engaged in activities related to funding and subsidy billings for the Capital Program.

What Qualifications Do You Bring?

  • Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
  • Requires comprehensive understanding and experience with the intricacies of funding programs
  • Financial and administrative skills and prior work experience involving system administration of financial applications (A/R, G/L, etc.).
  • Accountant accreditation (CA/CMA/CGA) is preferred.
  • Sound knowledge of accounting principles and financial reporting and budgeting principles, methods and practices.
  • Considerable knowledge of budget preparation and administration.
  • Highly developed in analytical and problem solving skills.
  • Working knowledge of computerized financial systems, including high level of expertise in mainframe accounting systems, and demonstrated computer literacy on desktop applications including Microsoft Excel, Word, Outlook.
  • Ability to manage multiple tasks under pressure and to produce results within tight timeframes.
  • Must possess sound judgement; highly developed organizational, administrative and interpersonal skills; and excellent communication, report writing and presentation skills.
  • Ability to co-ordinate the activities of other staff and contacts as required to achieve deliverables on project reporting and monitoring and funding.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
