Here is what you will be doing:

The Data Services team builds and shares the definitive source of high quality data to support Ontario Health mandate. The Data Quality and Operations Management (DQOM) team forms the largest component of Data Services and ensures data is fit for use, well defined, visible and accessible across organization. The DQOM team is responsible for the management and sustainability of Data Assets and associated deliverables.

Data Services is seeking an experienced Senior Analyst who is responsible for ensuring OH data assets are of high quality, usable and accessible to meet the analytical needs of the organization. The role will provide content/subject matter expertise on OH Datasets/ data holdings. The Senior Analyst will also be responsible for communicating and working with key internal stakeholders to identify both issues and opportunities for improvement. The position will have a significant role in ensuring the transformation of data for multiple stakeholders is performed efficiently and effectively. A successful candidate will be highly organized, detail-oriented and be able to illustrate great problem solving skills.

Here is what you will need to be successful:

Leadership:

  • Ensuring the quality and integrity of project work and supporting other team members in executing on their deliverables

  • Planning, organizing and participating in internal and external working groups and advisory committees, ensuring tracking of action items and follow-ups

  • Developing productive partnerships with program areas across Ontario Health and with external stakeholders and organizations

  • Supporting a high performing team with a highly engaged team culture of respect, inclusiveness, learning, support and collaboration

Project and Program operations:

  • Conducting work on multiple projects and assignments, shifting and adapting work in response to changes in program priorities and timelines

  • Assisting in the development of project plans, sequencing activities and inter-dependencies; proactively identifying, managing and escalating issues and risks as needed

  • Assisting the Manager in developing project plans

  • Proactively identifying and implementing ongoing data quality improvement opportunities in the program

  • Provides project support, assisting with data and analysis quality assurance process, and fact checking activities

Data and Content Expertise:

  • Ensure that Senior Analyst has the required subject matter expertise on specific data assets to support the needs of the organization

  • Support internal data needs including projects and change requests that impact data

  • Implement data quality process, governance, and effective use of issue tracking and management tools

  • Work closely with Data Governance team to design, develop, document and deploy consistent organization-wide data definitions, processes and ownership guidelines for OH data elements

  • Work proactively across the organization to identify data sources, data users, and data processes.

  • Lead the definition of an enterprise data strategy that addresses data issues/topics such as systems of record, data sourcing, master data, metadata, data governance and data quality

  • Proactively identify data quality issues and risks as well as opportunities for enhancement and leads projects to address

  • Work with business and IT partners to remediate identified gaps using both manual and automated solutions

  • Work closely with OH business partners, program areas, technology services, security and privacy and legal to ensure efficient and effective stewardship of data at Ontario Health

  • Develops and presents material for review and informational purposes using excellent written, verbal, and graphical communications skills, with ability to express complex concepts effectively

  • Supporting knowledge transfer of products, processes and methods to other Ontario Health program areas and external partners where required

  • Maintaining up-to-date knowledge of data and methods relevant to advancing the products and goals of the program, including relevant practices in other jurisdictions

Relationship Management:

  • Develops relationships with colleagues within team and across the organization to understand business/operations activities, share information and provide assistance in understanding business needs.

  • Manages relationships with stakeholders to ensure assigned project deliverables are clarified, understood and effectively managed

  • Builds relationships with industry colleagues to remain current on industry best practices and trends

  • Championing Ontario Health's organizational values of inclusion, diversity and anti-racism and promoting these within the team

Education and Experience

  • Master's Degree in Healthcare Informatics, Computer Science, Public Administration, Health Services Research or similar discipline preferred

  • Minimum 5 years of data related experience or experience in similar capacity

Data Management Experience

  • Knowledge of the relevant data quality processes, frameworks and methodologies

  • Knowledge of data architecture, data governance principles, data management, enterprise architecture, data models, processes and application

  • Knowledge of data manipulation, data management, Master Data Management and business intelligence concepts and tools as well as familiarity with health care data standards and methodologies to deliver on objectives or execute activities

Technical Skills:

  • Experience coding in programming/statistical languages of SAS and SQL is required

  • Experience with SAS Macro is required

  • Strong MS Excel (data manipulation, advanced formulas and pivot tables) a must have. Including ability to manipulate data with spreadsheet, databases, and other analytics software

  • Experience coding in R or Python is an asset

  • Experience with Natural Language Processing and Machine Learning is an asset but not required

Knowledge and Skills:

  • Independently motivated and productive, able to manage and prioritize across multiple projects and assignments

  • Team-oriented and dedicated to promoting team development, a positive work culture and organizational health

  • Experience working collaboratively with clinicians, administrators, researchers and policy makers in health care and/or government settings

  • Comfortable working in a dynamic, fast-paced, politically sensitive environment with a high degree of ambiguity

  • Excellent interpersonal and communication skills to effectively engage and solicit support from a wide range of external and internal stakeholders in the delivery of the program activities

  • Requires an ability to influence decisions through well-articulated recommendations to key decision makers

  • Demonstrated superior written communication skills including the ability to prepare executive correspondence.

  • An in-depth understanding of Ontario's health care environment, experience with cancer is an asset
