The Project Manager will work with various teams within the Agency and with its external partners and vendors to ensure Ontario Health products and services are delivered in a timely and efficient manner with the highest level of quality. Assignments may include managing a single large scale complex project or multiple smaller to medium scale projects. Assignments are most often of technical nature but could include other areas such as process improvements and such. Working with the Sponsor(s), the Project Manager will be accountable for the successful delivery of the project (i.e. on time, on budget, as per agreed scope, and, compliant with internal policies and processes and applicable legislation). Furthermore, the Project Manager will be responsible for delivering Project Management artifacts related to the project.

Here is what you will be doing:

  • Manages all project stages, including scope, timeline, and costs so to achieve project objectives in accordance with business needs/expectations and to do so in a way that establishes, maintains and/ grows positive relationships with stakeholders, including sponsors, project team, external partners, etc.

  • Explains project (scope, assumptions, constraints, critical success factors, risks, etc.) to stakeholders once the project strategy/framework has been provided (by management/sponsor/senior PM, etc.) such that team members understand their role and accountabilities.

  • Focuses on improving healthcare delivery in the province through positivity and being engaged.

  • Supports team and team members to achieve success.

  • Recognizes the strengths/weaknesses of team-members as well as personal styles/needs and uses such understanding to maximize productivity.

  • Motivates the team and creates a collaborative micro-culture for the project.

  • Works with project sponsors to ensure clarity of scope/roles and to manage expectations.

  • Creates detailed work streams and develops a project plan by identifying and engaging required subject matter experts.

  • Suggests strategies/means of improving performance of the projects to the sponsor for consideration/approval.

  • Considers the context/long term strategy, etc. with the ability to make sound decisions or recommendations.

  • Maintains professional certification and participates in continuous learning in the relevant professional area(s) and how the new gained knowledge can be leveraged to improve project delivery in the organization.

  • Understands appropriate level of detail required for a given situation and can adjust/move from executive brief to deep detail with ease.

  • Takes appropriate action to keep the project on track as it relates to scope, budget, and schedule.

  • Develop project documentation including charter, integrated project plan, project schedule, status reports, meeting notes and other project artifacts as required

  • Ensure effective project change control, including managing IT Requests for Change (RFCs) and deployments to the various environments, is in place

  • Issue project change requests (PCRs) as applicable in response to changes in scope, schedule, budget, and release strategy (for multi-release projects)

  • Provide timely and up-to-date status and other progress reports/presentations to Executives, Sponsor(s), stakeholders, the project team, and others as required that are clear, concise, transparent, and accurate

  • Proactively identify and manage risks, and systematically resolve or escalate known issues

  • Manage release of the product/project/work package to an operational environment

Here is what you will need to be successful:

Education and Experience

  • University degree in computer science, healthcare, business or a related discipline or related experience.

  • 5 to 8 years of project management experience delivering large-scale technology initiatives and complex IT solutions in a highly integrated setting.

  • Project Management Professional (PMP), Agile or actively working towards the designation is preferred.

  • Direct experience coordinating and managing project activities, monitoring and reporting on progress, and anticipating and resolving issues, risks, and conflicts.

  • Experience managing delivery teams of various sizes that include internal and external resources (consultants, vendor staff) regardless of geographic location where the resources are located.

  • Experience working with technology vendors.

  • Demonstrated experience utilizing various Project Management and Software development methodologies and frameworks such as Waterfall and Agile and others.

  • Project management experience in the healthcare sector is an asset.

  • Technical knowledge/expertise gained through work experience as a developer, or an architect is an asset.

  • Strong working knowledge of Project Management methodologies such as Waterfall and Agile.

  • Strong working knowledge of Software Development Life Cycles.

  • Demonstrated knowledge of project cost accounting principles and practices, and managing project budgets

  • IT Infrastructure and ITIL experience is an asset.

  • Knowledge/expertise of current technology trends is an asset.

  • Familiarity with legislation applicable to healthcare organizations such as PHIPA is an asset.

  • Experience in procurement process and vendor management.

  • Technical knowledge/expertise gained through work experience as a developer, business analyst or an architect is an asset.

  • Understanding of Ontario Health business goals and mandate and how it applies to the provincial health care system is an asset.

  • Expertise in Microsoft suite of products such as Microsoft Office Suite, Microsoft Project, Visio and SharePoint, and other productivity tools such as Jira and Confluence.

  • Demonstrated ability to deliver IT projects.

  • Ability to delegate work appropriately and realistically, providing the correct amount of support or autonomy.

  • Ability to enable and encourage people and gain respect and trust.

  • Ability to build strong team spirit based on trust and focus on common goals.

  • Ability to see the business value of the work being done and how it fits within the "big picture".

  • Ability to plan and manage at a strategic level within the project to support changing needs.

  • Ability to work with project sponsors to ensure clarity of roles and manage expectations.

  • Ability to create clear content for artifacts (such as project charter, Integrated Project Plan, etc.).

  • Ability to make timely decisions based on appropriate degree of assessment and sound reasoning.

  • Ability to keep team members appropriately informed.

  • Ability to lead/control meetings and keep discussion on track and accomplish goals.

  • Demonstrate good negotiation skills.

  • Ability to guide the project team through issue resolution, keep team members focused, and provide clear direction to resources on project expectations and activities.

  • Capacity to be aware of, control, and express one's emotions, and to handle interpersonal relationships judiciously and empathetically.

  • Ability to overcome roadblocks without compromising the quality of work.
