Reporting into the Master Data Management Lead the role forms part of the Integrated Program Delivery Team
The role is responsible for delivering, and where possible exceeding the client's expectations aligned to the overall Digital Transformation strategic objective
The Master Data Management (MDM) & Data Quality Specialist will be responsible for developing and implementing data governance frameworks and policies to ensure the quality, consistency, and security of data across the organization
This role will be focused on data governance, cataloguing, and master data management while also working closely with the data science, data engineering, and data analytics teams to provide support on their initiatives
Develop and implement data governance policies, standards, and best practices to ensure data quality, consistency, and compliance
Support the implementation and management of a data cataloguing solution (e.g., Microsoft Purview) to enhance data discovery and governance
Define and maintain metadata management processes to improve data accessibility, lineage tracking, and business glossary development
Work with business users and technical teams to ensure data definitions and taxonomies are consistent across the organization
Support master data management (MDM) initiatives, ensuring clean, accurate, and standardized master data across systems
Collaborate with data stewards and other stakeholders to ensure data quality and consistency
Support data science, data engineering, and data analytics teams by providing governance expertise and ensuring data accessibility
Monitor and enforce data governance policies and compliance with requirements
Conduct data quality assessments and audits
Provide training and support to data users on data governance practices
Identify and mitigate data-related risks
Implement data quality checks and ensuring data consistency, accuracy, and compliance with requirements
Establish and maintain data standards and best practices

Qualifications
Experience:
Minimum of 6 years of experience in PMIS Application, Configuration or Development works
Minimum of 6 years of experience in Project Management and Business System Development with experience supporting EPC projects or management portfolios
2+ years of experience in working with Microsoft Power Platform, with an emphasis on Dataflows, Datamarts, Power BI, Power Automate, Power Apps
Experience with Microsoft Fabric components (e.g. OneLake, Data Factory, Power BI)
Hands-on experience with data cataloging tools (e.g., Microsoft Purview, Alation, Collibra, Informatica).
Experience in the implementation of these tools is a plus
Experienced in applying data governance policies & rules with a strong knowledge of governance frameworks, metadata management, and data lineage tracking
Education:
Bachelor's degree in Business Administration, Project Management, Software Engineering, Business Analyst or equivalent
Licenses OR Certifications:
Holding recognized certification in area of specialty
Certifications in Data Governance, MDM, or Microsoft Purview (e.g., DAMA CDMP, Microsoft Certified: Azure Data Fundamentals) is a strong asset
Skills and Competencies:
Demonstrated experience in Data and Digital Management of large capital programs
Competent in managing multiple concurrent system implementation or integration projects
In-depth knowledge of prevailing consulting means and methods in Business Systems Configuration or Development
Expert understanding and experience in Project Costing, Scheduling, Earned Value Performance Metrics, and Construction or Contract Administration
Fundamental skills in Project Management and Construction, Project Controls, and Contractor Management processes and application
Advanced skills in Microsoft Office
Proficient in Primavera Unifier, Primavera P6, and EcoSys
Thorough understanding of programming skills like DotNet, SQL, development, PL or SQL Packages, Java, and modern languages like Python, R, Web services, REST, SOAP, JSON, and PIF
Proven capability in leading, coaching, and mentoring a team of technical Business Systems professionals
Adept functional acumen to support applicable solutions and goals while addressing and maintaining industry best practices
Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
Keen eye for detail and adept problem-solving abilities
Must have demonstrated experience relaying and receiving information (written and verbal)
Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
Ability to work creatively and analytically in a problem-solving environment by ensuring effective teamwork, promotion of innovation, and overall excellence
