The Lead Business Analyst is responsible for working with customers and leading teams of Business Analysts to understand business needs and translating these needs into documented functional and non-functional requirements for implementation in Ontario Health Digital Excellence in Health products. The Lead Business Analyst is responsible for ensuring best practices in requirements analysis, solutioning practices, and client negotiations. Leads the development of solution prototypes and mock-ups for review with customers and internal teams, supports the overall systems development lifecycle, and validates successful implementation of requirements in solutions produced. As a Lead, this position is a key interface between management, solutions architecture, development, quality, and operations teams to ensure customer excellence.

Here is what you will be doing:

  • Works with management in the definition of Product Vision.
  • Decomposes the product vision and high-level business requirements into functional user requirements.
  • Maintains a thorough understanding of the product and its logical architecture, policy, procedures, and standards.
  • Conducts research on software and hardware products to justify recommendations and to support purchasing efforts.
  • Provides application specific expertise and knowledge about the architecture and the direction of the business in order to collaborate in writing RFPs and feasibility studies.
  • Leads sprint planning sessions to clarify the details of the sprint items and provide clear and concise acceptance criteria for user stories.
  • Acts as the authoritative source for all requirements.
  • Elicits requirements using a variety of formats and techniques including interviews, document analysis, workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists and competitive product analysis.
  • Leads requirements analysis and verification ensuring that requirement statements are complete, consistent, concise, comprehensible, feasible, unambiguous, and verifiable.
  • Documents Non-Functional requirements such as security, privacy, legal and maintainability.
  • Conducts impact analysis for the product on internal and external stakeholders and systems including communication plans to ensure buy-in and awareness of the product release.
  • Collaborates with the Dev, QA, and UX Design teams in an agile fashion.
  • Trains and supports business and clinical staff on the use and integration of technology with business processes.
  • Actively works with the team to ensure a consistent approach to executing work assignments. Ensures the team's lines of communication remain open and actively seek feedback to continuously improve team dynamics. Provides mentoring to Business Analyst I and II; identifies gaps in their knowledge and application of processes to improve their lead time for feature development.
  • Leads product integration initiatives and collaborates with other cross-functional teams in delivery of tasks/projects.
  • Develops and has accountability for workload, initiatives, and roadmaps for a specific product in collaboration with cross-functional teams across OH.
  • Assists with the development and identification of product synergies to ensure swift delivery across multiple product portfolios within the organization.
  • Accountable for the quality of the products and services that they deliver for their customers.
  • Engages clients both internal and external to gain a deeper understanding of their product domain and to understand their needs.
  • Designs, develops, and leads user research to gain a deeper understanding of the client's needs.
  • Champions changes across the team to improve the product and its associated processes as well as team practices.
  • Envisions product improvements and innovations that improve services and processes for internal and external partners.
  • Leads and implements the change within the product and team practices.
  • Anticipates project bottlenecks and blockers in short term and long-term product roadmaps. Works with multiple departments to overcome these challenges.
  • Independently engages and actively participates in team discussion with other internal product management teams to recommend product features and changes to product features to improve the user experience, operation, and maintainability of the product.
  • Makes decisions where results have critical impact across the organization requiring sophisticated solutions and long-term correction.

Here is what you will need to be successful:

Education and Experience:

  • Bachelor's or Master's degree in Business, Health-related fields, Engineering, Computer Science, or related discipline, or equivalent experience.
  • 7+ years of experience with formal requirements elicitation, analysis techniques, process design, re-engineering, and implementation.
  • 7+ years of experience in Product Management and Information Technology Business Analysis.
  • 7+ years of experience in project management and/or vendor management.
  • Experience with healthcare integration projects is considered an asset.
  • Excellent knowledge of documentation tooling such as Confluence Wiki or similar tools.
  • Excellent knowledge of JIRA or similar bug tracking tools.
  • Excellent knowledge of project delivery practices in a matrix environment.
  • Excellent knowledge of Process Mapping Techniques.
  • Excellent knowledge of SDLC.
  • Strong relevant data query languages and data analysis skills and tools (SQL)
  • Experience with system-to-system integration, including FHIR message mapping
  • Knowledge of HL7 FHIR standards, healthcare interoperability standards, DHIEX and EHR familiarity
  • Experience within Healthcare domain is considered an asset
  • FHIR certification or equivalent expertise is considered an asset
  • Understanding business intelligence (BI) tools (e.g. Power BI) is considered an assetKnowledge of user centric design and innovation.
  • Expert knowledge of Business Domain specific to their product area.
  • Excellent knowledge of ITSM practices.

  • Ability to train and support business and clinical staff in the use and integration of technology with business processes.
  • Ability to work independently with minimum supervision.
  • Ability to determine when to escalate broader impacting decisions to management.
  • Ability to collaborate with external stakeholders and government agencies.
  • Ability to be aware of, control, and express one's emotions, and to handle interpersonal relationships judiciously and empathetically within product/project teams, cross-portfolio interaction, senior level external stakeholder interaction and ministry stakeholders.
  • Ability to manage simultaneous projects from initiation to completion.
  • Ability to identify interpersonal relationship difficulties and help team members and other department team members transition though difficult situations.
  • Ability to act as an expert in the business domain via interactions with external stakeholders and government organizations which would in turn be transferred to the product team.
  • Ability to make decisions where results have critical impact across the organization.
