Location: Hybrid. The Partnership’s head office is in downtown Toronto. Candidates can work anywhere in Canada.

Status: Full Time, Permanent

Job Level: Level 9 salary range: $131,895 - $202,753 per year; Compensation offered will be based on an assessment of the candidate’s knowledge, skills, competencies, and experience, while ensuring internal equity.

Division Overview

The Finance and Corporate Services Division leads all services to secure a sound financial, project management and information technology platform and ensure that the organization has the technical, operational, infrastructure, and change management capabilities necessary to achieve the maximum impact for its mandate and budget. The team works alongside all divisions in managing financial and project aspects of programs and initiatives that aim to deliver on the priorities of the 2019-2029 Canadian Strategy for Cancer Control.

Overview of the Role

The Director, Information Technology is a key leadership role in the Finance & Corporate Services Division responsible for driving technological innovation, balancing both cutting edge and established technologies and service delivery models, while maintaining a stable, robust, and secure Information Technology (IT) environment. The Director, IT helps to shape and implement our future state digital vision carrying out projects and initiatives to achieve organizational priorities.

Reporting to the Vice-President, Finance & Corporate Services, the incumbent coordinates and provides support to deliver on program/project objectives. They will be a results-orientated senior IT leader, with both visionary and operational strengths, and proven experience leading IT strategy, projects and operations, including client experience and digital transformation. As a highly organized professional with strong leadership and technical skills, this position is a critical contributor to CPAC’s overall vision to reduce the burden of cancer on all Canadians.

Core Responsibilities and Activities

IT Strategies and Programs

  • Develop and deliver an integrated technology strategy that invests in systems and tools that support effective and efficient decision-making to drive achievement of CPAC’s strategic plan and annual business objectives.
  • Provide leadership, support, and investment decisions for technology-enabled strategies.
  • Plan, manage, engage partners, and deliver technology-enabled strategies and transformational projects.
  • Build collaborative work environment, infrastructure, resources and technical skills for information management within CPAC.
  • Create a governance framework, with adherence to IT quality standards, for all staff.
  • Regularly assess CPAC’s exposure to cybersecurity and other organizational risks and implement appropriate programs.
  • Develop and maintain a suite of comprehensive framework of policies and procedures for information management, business continuity, privacy and security.
  • Collaborate with external partners and vendors to assess effectiveness of technology strategies and make ongoing adjustments as needed.

IT Operations

  • Directly manage the IT Team to ensure optimal efficiency, effectiveness, and optimization of CPAC’s technical infrastructure, systems and its day-to-day operations, including approach to service and Service Level Agreements (SLA’s).
  • Participate in the annual corporate planning and budgeting process, including developing, forecasting and managing the IT budget and future IT investments.
  • Negotiate and manage vendor contracts and relationships, including consulting, hosting, and maintenance contracts.
  • Develop and manage collaborative relationships with key technical staff in partner organizations connected to CPAC’s strategy to ensure technology enablement and success of program initiatives.
  • Monitor the cost and effectiveness of IT investments and initiatives to preserve budget envelope.
  • Drive innovation throughout the organization and IT function to achieve cost savings and increased efficiencies.
  • Develop and monitor performance measures, IT audit as applicable.
  • Develop and maintain corporate policies related to effective and efficient use of IT resources including Acceptable Use, Records Management, Freedom of Information, etc.
  • Lead the annual business continuity plan program.
  • Identifies risk areas and recommends/takes measures to implement corrective actions and maintain safeguards.
  • Maintain awareness of the external landscape, market trends, new industry developments, compliance standards and best practices.
  • Assist the Senior Management Team and others as required.
  • Perform other duties and ad hoc projects as assigned.

General Accountabilities

  • Contributes to the strategic leadership and direction of the organization through participation on the Partnership’s Strategic Management Committee, which includes the CEO, Vice Presidents, Directors, and Regional Leads, among other mechanisms.
  • Holds shared accountability for collaboration across divisions and portfolios and with external partners, particularly to ensure opportunities for strategic alignment with all aspects of the Cancer Strategy.
  • Supports Vice-President accountabilities and achievement of strategic priorities.
  • Contributes to setting division strategy and goals, allocating resources, and delivering results on time and within budget.

Experience and Qualifications

  • Undergraduate or graduate degree in Information Technology, or other relevant discipline, or an acceptable combination of education and experience.
  • Minimum 10 years of progressive IT leadership experience with specific experience in leading complex, transformational IT system projects to drive change within an organization.
  • Experience delivering integrated technology solutions in a multi-stakeholder and/or partnership environment under aggressive timelines.
  • Confidence making strategic recommendations resulting in effective information technology decisions.
  • A broad understanding of the technology, systems, and information management programs to support organizational needs in a hybrid work environment.
  • Extensive knowledge of Microsoft’s software and cloud ecosystem
