JOB SUMMARY

Engineering Support Services delivers engineering programs and support services to the Infrastructure & Water Services Department, including developing the corporate Asset Management strategy for water and wastewater treatment plants, pumping stations, reservoirs and facilities, capital project management services (facility and network), lifecycle performance optimization, energy efficiency and energy management initiatives, and efficiency improvements for water, wastewater, stormwater and solid waste programs.

You are responsible for providing technical support (in specialized engineering technology disciplines of Electrical) to the condition assessment and/or predictive maintenance programs for the City's drinking water, wastewater and solid waste plants, facilities, linear assets, and equipment of Environment.

You conduct predictive testing and inspections; collect, interpret and analyze data and information; provide technical support for the development of the annual and longer-term replacement maintenance programs; and audit operational and maintenance activities, and performance and audit reports on program completion prepared by operational staff, in order to note trends and anomalies.

EDUCATION AND EXPERIENCE

Completion of 3 year community college diploma in Mechanical, Electrical, Instrumentation or Civil Engineering.

Minimum of 5 years of related work experience in facility operations or maintenance environments with a progressive focus in one or more of the following areas:

  • Electrical: experience with electrical power supply and complex distribution systems, especially high voltage systems (greater than 750 volts) with generation capabilities.
  • Mechanical: experience with mechanical, electro-mechanical, fluid flow, thermal, hydraulic and pneumatic systems, and heating, ventilating & air conditioning (HVAC).
  • Instrumentation: experience with SCADA instrumentation, operating control systems and associated ancillary equipment for facilities processes.
  • Civil: experience with concrete structures, steel tanks, and non-metallic vessels preferably in water supply and sewer systems and treatment plants.

CERTIFICATIONS AND LICENCES

Certified Engineering Technologist (CET) with OACETT, or able to obtain certification within the timeframe determined by the employer

KNOWLEDGE

  • Knowledge of reliability assessment approaches, methods and techniques used in engineering analysis such as infrastructure deterioration models, material performance characterization, rehabilitation techniques, and asset management practices for large environmental systems
  • Knowledge of design, construction, operation, inspection, maintenance practices and procedures for equipment, processes and systems relating to drinking water, waste water, solid waste and surface water draining facilities or networks
  • Knowledge of equipment design, construction practices, predictive testing techniques, maintenance, repair and rehabilitation options, and life-cycle costing
  • Computer systems and applications to support analysis and reporting, such as MS Office Suite, PowerPoint, AutoCAD
  • CMMS (Computerized Maintenance Management Software) Systems
  • Knowledge of the maintenance and operation of the electrical, instrumentation, and SCADA systems
  • General knowledge of analytical and hydraulic modeling techniques as applied to environmental systems
  • Methods used in gathering, analyzing and evaluating operational systems or equipment data
  • Working knowledge of infrastructure management systems, digital inventories and schematic mapping
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

  • Language Requirement: English oral, reading, writing
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check with the Police Services detachment in their jurisdiction to the City of Ottawa's satisfaction.; Police record checks completed by a third-party company will not be accepted.
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
