JOB SUMMARY

Working for a Supervisor in the Distribution Design division, the System Designer produces designs, estimates, bills of material and work packages, to project manage, financially administer projects associated with expanding, upgrading or rehabilitating all elements of the distribution system including services to customers. The System Designer is the primary point of contact for these projects from a technical, financial, and a customer point of view.

MAJOR RESPONSIBILITIES

The responsibilities of the job include but are not necessarily restricted to the following:

  • Design projects in accordance with Hydro Ottawa procedures, standards and all other applicable standards

  • Manage projects effectively and efficiently following the Hydro Ottawa project management processes and guidelines to complete project assignments including design, estimating, work package production, project execution , and final project reconciliation functions

  • Initiate and monitor project construction, project finances, and project status using the Enterprise Business Financial System. Prepares cost variance reports as required

  • Identify key stakeholders, both external and internal, determines their requirements, and manages their expectations.

  • Coordinate activities of cross-functional teams created to complete projects

  • Ensure that all projects are executed to meet the requirements, budgets and schedules by liaising with all Hydro Ottawa departments and external contacts as required

  • Communicate and coordinate with customers, developers, consultants, contractors, representatives from the City, other utilities and other outside agencies in order to ensure timely and accurate execution of projects

  • Provide interpretation/direction of Hydro Ottawa specifications to outside consultants and contractors

  • Review and recommend peer design proposals as per the Design Approval Process

  • Administer and manage the Contractor Safety Management Guide by monitoring compliance of internal and external work forces with all applicable legislation, particularly Health and Safety, and Hydro Ottawa procedures. Must take immediate corrective actions if dangerous practices are found, in accordance with documented procedures for such occurrences

  • Tender, evaluate, recommend awarding, administer contracts, and manage contractor for both internal and external work forces

  • Prepare and issue Health and Safety and Ministry of Labour (MOL) documentation such as job planning, MOL project Notification, etc.

  • Ensure the quality and accuracy of project construction work is to design standards and the requirements of regulation 22/04 and take corrective action as necessary

  • Prepare applications for various types of approvals as required for project assignments

  • Prepare, process, review and recommend modifications to legal documentation associated with contracts or agreements for projects

  • Coordinate material management that may include evaluating, inspecting, testing, and forecasting

  • Provide input in the creation of budgets, standards and business plans

  • Prepare, review, and recommend technical standards, guidelines, and specifications

  • Prepare reports as directed by line management

  • Analyze process and equipment failures and recommend corrective actions

  • Perform Major Stock Equipment Administrator duties, as required

  • Coordinate field equipment commissioning, delivery, and installation, as necessary

  • Prepare or assist in preparation of design related training material and delivers or assists in delivery of training, mentoring of peers and students

  • Liaise with Conservation Demand Management (CDM)Team to ensure customer is aware and takes advantage of CDM programs available

  • Participate in project related community events such as Open Houses for Large or Complex Projects

  • Demonstrate the Hydro Ottawa technical & project management requirements of the System Designer training program

  • Advocate and promote the use of Hydro Ottawa owned equipment such as transformation, switchgears, and metering

  • Complete Service Layout work associated with projects, if required

  • Perform civil plant inspections. as required

  • Ensure as-built information is accurately gathered and recorded in GIS

  • Perform other related duties as required

EDUCATION AND EXPERIENCE

  • Engineering Technologist and a minimum of 2 years' relevant experience, preferably with an electrical utility

  • OACETT certification, or eligible for certification within 6 months

  • Civil design experience considered an asset

  • Financial experience/training considered an asset

  • Relevant trade and project management experience considered an asset

ADDITIONAL REQUIREMENTS

  • English essential, both oral and written

  • Bilingual (English/French) considered an asset

  • Valid drivers' license - Class G

  • Government of Canada security clearance

The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.
