Job Summary

The Manager, Business Partner - IT is responsible for developing and delivering technology services required to run, support, and sustain the business operations for an assigned business client portfolio comprised of one or more City departments. This role leads a team of IT professionals that work in partnership with business clients to plan, procure, implement, support, and sustain technology solutions required to deliver high quality services while attaining corporate objectives.

Duties and Responsibilities

  • Providing leadership, direction, managing escalations, resolving conflicts, and maintaining relevant prioritization on multiple concurrent technology projects, while ensuring timley completion within available budget and maximizing available business value.
  • Providing project governance structures and ensure adherence with industry recognized best practices, mandating the consistent use of project charters, statements of work, etc.
  • Developing and actioning a prioritized work plan, which includes multiple complex technology projects, work requests, helpdesk tickets, and ongoing IT operational activities.Overseeing and manage the performance of ongoing projects within the portfolio along with mitigating identified risks and dependencies.
  • Communicating progress to relevant governance committees, senior IT management, and business stakeholders and executives.
  • Provide guidance, collaboration and approvals for Corporate Reports, Business Cases, Budget Requests, Capital Requests, and various other key forms and documents.
  • Liaising with business clients to understand strategic objectives, key business drivers and operational pressures to anticipate technology needs and provide appropriate guidance.
  • Consulting with various departments in IT in an effort to leverage existing technology solutions that can meet the business needs of the Portfolio.
  • Providing strategic advice and recommendations to business clients on technology solutions, advise on industry trends, and promoting solutions that promote efficiencies in various areas.
  • Directing, motivating, coaching and develop staff to maximize their individual contributions and encourage professional growth.
  • Provide time, planned and on-demand, to engage with staff for 1:1 discussion, providing an approachable environment and applying recommended communication coaching strategies.
  • Managing vendors and contracts to provide best value for the City.
  • Forecast and manage staffing needs based on anticipated demand, project priorities, and required IT skillsets, prioritizing work assignments as needed.

Skills and Qualifications

  • Post-secondary education in an information technology related discipline.
  • Minimum of 7+ years of progressive experience within the IT industry including application development, operational support, project implementation roles, and providing IT solutions.
  • Minimum of 5 years direct reporting staff management experience within a complex technology environment.
  • Project/Program/Portfolio Management Professional or similar designation is preferred.
  • Certification in ITIL, IIBA, COBIT, SCRUM, change management experience and other technology management related certifications would be considered an asset.
  • Knowledge of public sector procurement practices and financial management principles.
  • Excellent research and written skills, including reading and interpreting legislation, regulations, and policies/standards required.
  • Strong attention to accuracy and detail is required.
  • Strong interpersonal and presentation skills required.
  • Ability to navigate novel, complex, and variable assignments required.
  • Experience in vendor management and contract experience would be an asset.
  • Experience in a municipal and/or revenue generating setting with an emphasis on writing comprehensive and complex documents and business cases.
  • Excellent analytical and organizational skills with an ability to manage multiple projects and priorities, under pressing deadlines, are essential.
  • Ability to work as part of a team with a demonstrated ability to collaborate and work in consultation with internal staff as well as external groups, agencies, corporations, and Members of Council.
  • The role requires business and political acumen when collaborating with internal staff and external groups.
  • Staying informed of all regulations and legal requirements that may influence policy, projects, and initiatives.

Hourly Rate/Salary: $ 111,337.00 - $ 148,451.00
