Job Summary

The GIS Analyst role involves designing, developing, integrating, and implementing GIS business solutions for the City of Mississauga. This role requires a highly resourceful individual whose responsibilities will include researching innovative GIS solutions to business use cases, client account management, and delivering complex GIS analyses and workflows.

Duties and Responsibilities

Under the guidance of the Supervisor, GIS Client Services, the successful candidate will:

1. Advise on and perform, all aspects of GIS activities associated with collecting / creating, managing, mapping, editing and analyzing spatial data.

  • Manage data creation, conversions, migrations, and processing using measures to enforce data integrity, developing methods, investigating errors and anomalies and ensuring metadata and spatial data standards are maintained.
  • Create and update geodatabase models.
  • Create linkages between data from the various business units and GIS data, investigating and reporting discrepancies.
  • Update databases using GIS and non-spatial methods / tools and load approved data into corporate geodatabase(s).
  • Provide software support, training, evaluation, installation and updating for GIS and relational database applications.
  • Provide systems, applications and geodatabase support for GIS customers in all Departments,
  • Identify and perform quality assurance and control on GIS data and applications.

2. Ensure the technical development, access, deployment, programming, monitoring, and administrative support for all GIS and related applications.

  • Undertake GIS application development using appropriate programming language(s), with corresponding comprehensive application documentation.
  • Identify when existing practices in business and operational processes in the corporation are no longer sufficient or productive and offer creative solutions, based on research, statistical analyses and evaluations.
  • Investigate options for improvement within the current application portfolio.
  • Undertake geospatial analysis in support of City initiatives and corporate business intelligence.
  • Design, test, implement and document strategies / scenarios for new systems / applications / modules to be developed.
  • Investigate, recommend, implement and support new technology, as applicable, to supporting City initiatives.

3. Act as a project leader and Subject Matter Expert. Provide direction and guidance on the use of GIS applications and analyses for process improvements, decision support, usability and accessibility.

  • Identify user requirements, conduct analyses and develop designs based on needs assessments and the specifications defined in conjunction with the end user.
  • Organize and coordinate the work of project team members, advising, instructing and training staff as required.
  • Provide timely communication and act as the ongoing liaison with customers, supervisors, Regional technical support groups, vendors, consultants and other public or private sector agencies
  • Coordinate third party activities, ensuring standards, policies and procedures are followed, monitoring compliance with requirements set out under the contract, maintaining records and providing reports on progress and issues.
  • Investigate business problems, analyzing optional solutions and offering recommendations.

4. Assist in the preparation of presentation and technical materials for public / internal meetings, training, conferences, and RFP's.

  • Participate in hardware / software reviews, evaluations, specification-writing, selection, implementation and technical support of GIS solutions.
  • Produce documentation on GIS applications and operating procedures for internal and external users.
  • Prepare GIS training material and conducts training sessions for internal staff.
  • Develop and review documentation for quality assurance and control, on workflow processes that have been automated by the GIS team

Skills and Qualifications

  • Undergraduate Degree and a Certificate or Diploma in Geographic Information Systems (GIS) or related discipline supplemented by a minimum of 5 years relevant work experience or approved equivalent combination of education and experience.
  • Skilled in GIS map production, working with geoprocessing models, topology, spatial analysis, spatial database design, spatial database standards, systems integration and associated software, specifically ESRI & Microsoft products.
  • Working knowledge of servers, operating systems, personal computers, networking, internet technologies and emerging technologies.
  • Strong understanding of relational databases, geodatabase development and creating linkages to other systems.
  • Experience working with .NET Framework using VB.NET or C#, VBA, web services, REST API, Python, JavaScript, Silverlight, HTML5, ArcXML, ASP, SQL Server & ArcSDE.
  • Strong knowledge and experience of municipal government operations and practices.
  • Proven ability to learn new computer skills and continuously develop capabilities.
  • Customer Service focused with good interpersonal, communication and organization skills, attention to detail and consistency in maintaining quality standards.
  • Respond to deadlines effectively.
  • Ability to provide GIS consultation and advice at a professional level, respecting the knowledge level of the audience.
  • Support real-time emergency operations (using GIS technologies) under the incident management structure, at the direction of the Emergency Operations Centre Director.
  • Experience translating client requirements into GIS reports and maps, taking into account the audience and the nature of the information.
  • The successful candidate must be dynamic and able to meet demanding clients' needs.
  • Expert knowledge of ESRI ArcGIS 10.x or higher and working knowledge of Microstation, preferred.

Hourly Rate/Salary: $ 76,313.00 - $ 101,753.00
