JOB SUMMARY
Reporting to the Senior Manager, this position will provide the necessary project leadership to plan, manage, implement, and deliver a complex technical solution to successfully meet the business and functional requirements of the City. You will lead, plan, manage and deliver the project through all specific phases in alignment with business and/or enterprise strategies. This individual will provide leadership, direction and coaching to teams while partnering with business and executive stakeholders within a single or across multiple business units.

The position will be responsible to assist with decisions making, committee presentations and representation. Reporting to the Senior Manager, the position will be responsible for:

  • Management of the ERP Replacement Project including the assigned dedicated and non-dedicated resource inclusive of business analysts, project coordinators, BU representatives.
  • Manages standards and adherence to project management principles as it relates to this project ensuring alignment to the business unit plan (BUP), and in support of the corporate digital strategy.
  • Oversight and awareness of project capital budgets. Directly work with finance in the preparation of budget documents, reports and presentations including to members of ELT and Council budget committee as it pertains specifically to this project.
  • Leads and participates in the management and creation of request for proposal (RFP) requests and/or the RFP evaluation process for new solution needs and selection of a systems implementation partner.
  • First point of contact in vendor relations and vendor contract management of specific project related relationships. Management of communication with vendors for the purposes of escalation often directly interacting with Directors and/or VP's, and on occasion C-level executives.
  • Manages and liaises with consultants, contractors and external agencies including contract management
  • Participates and provides leadership with contract negotiations post RFP evaluation process, ensuring adherence to the City of Markham policies, negotiation of appropriate pricing adhering to available budgets, milestone payment determination, SLA and statement of work (SOW) delivery. Engaged with members of legal, procurement and finance teams throughout process.

KEY DUTIES AND RESPONSIBILITIES

  • Accountable for successful delivery of assigned project to deliver results and benefits
  • Complete involvement in the project cycle from design concept and development to product research and specifications
  • Manages assigned project tasks and deliverables/milestones ensuring effective cross-divisional teamwork and communication, high standards of work quality, health and safety and organizational performance
  • Engage sponsor to ensure active participation on project initiatives
  • Engage appropriate stakeholders to identify and manage required outcomes of projects for the business
  • Establish effective project oversight and other governance bodies, and engage the correct levels to support the direction for the project
  • Develop project scope, define deliverables, build consensus and manage stakeholder expectations and plan, implement and deliver business/system solutions within a complex and evolving team environment
  • Monitor project budgets on a regular basis
  • Identify, evaluate, and document risks, issues, constraints and dependencies with project
  • Document current state and future process workflows ensuring business participation and sign off
  • Manage and coordinate project team resourcing
  • Implement effective change request process

EDUCATION AND EXPERIENCE

  • Relevant University Degree, College Diploma or equivalent
  • Minimum of 7 years of direct IT work experience with a focus on service delivery and/or project management preferred
  • Direct management experience leading teams, large enterprise projects, project management professionals, business analysts, Service delivery is considered an asset
  • ITIL knowledge and certification is an asset
  • PMP or equivalent project management certification is an asset
  • Minimum 5 years of project management experience in implementing high complexity, business solutions with specific ERP implementation experience focused on a financial system replacement.

REQUIRED SKILLS/KNOWLEDGE

  • Experience with business requirements gathering, project planning, project implementation and evaluation of projects
  • LEAN, BABOK or other process requirements or process improvement certifications is an asset
  • Adaptable problem solver with solid leadership skills
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial
  • Demonstrated project management expertise through planning and managing projects of increasing size and complexity
  • Successful implementation of projects from project initiation, through to planning, implementation and evaluation
  • Ability to work effectively and collaboratively in cross-functional teams and to demonstrate a strong customer service orientation
  • Strong experience in IT vendor management
  • Successful track record of successful conflict management experiences
  • Advanced skills in Microsoft Project, PowerPoint, Excel and Visio
  • Demonstrates good judgment and makes sound decisions

  • Proven written and verbal communication skills with the ability to communicate with honesty, openness, respect, and trust
