Bring your financial, contract administration and technical related skills to this position with the Capital Program Delivery Branch, Ministry of Transportation (MTO) where you will provide financial analysis, maintain financial budgeting, forecasting and expenditure control for the regional highway construction and maintenance programs, and provide technical support and advice to Regional and Head Office ministry staff and service providers.

What can I expect to do in this role?
In this role, you will:
• identify and resolve issues, provide technical advice related to contract payment and administration to MTO staff and service providers • prepare and maintain annual contract budgets • identify budget overruns and underruns, monitor expenditures, recoveries and warranties • prepare, review and analyze financial reports for capital construction and maintenance contracts • prepare correspondence and liaise with MTO staff and service providers as required
How do I qualify?
Technical Knowledge:
• You have knowledge of contract administration manuals (e.g. General Conditions of Contracts, Construction Administration and Inspection Task (CAIT) Manual) as well as other contract administration policies/guidelines, contract administration service provider legal documents, in order to support the administration of contracts. • You have experience with budgeting, procurement and accounting processes to analyse, prepare and maintain budgets. • You have knowledge of various computer software applications for email, internet, word processing, databases and spreadsheets, related to graphing and creating tables to undertake financial analyses and provide financial analytic services.
Communication, Interpersonal and Relationship-Building Skills:
• You have oral communication, interpersonal and persuasion skills, tact and diplomacy to liaise with ministry staff, contract administrators, contractors, suppliers and utility companies. • You have the ability to build strong collaborative relationships with regional and provincial branch staff and service providers. • You have written communication skills to prepare correspondence to contractors/contract administrators and develop financial reports.
Analytical, Research, Problem-Solving and Evaluative Skills:
You have analytical, research, problem-solving and evaluative skills: • to forecast and monitor project expenditures, identify and evaluate trends in past and current year expenditures, and to develop monthly forecasts; • to analyze contracts, consultant service providers and other agreements; • to interpret, apply and assist with providing advice on all procurement, financial and contract document policies, procedures and guidelines (e.g., Delegation of Authority, guidelines for specific acquisition processes, General Conditions of contracts, warranty processes, etc.); • to identify and resolve financial and administrative issues, and ensure completeness of all documents throughout the life of a contract.
Organizational and Planning Skills:
• You have planning skills to prioritize own workload and coordinate with other sections and external service providers to ensure that contracts/agreements are procured and paid, and forecasts and reports are produced in a timely manner.
