We are looking for a Director, Business Operations to have an overall responsibility for the effective and efficient leadership and management for the portfolio planning, reporting, finance, decision support, and co-ordination of resource planning across the relevant areas of business. Do you have experience in planning and maintaining the Management & Administrations budget and expenditure, charging practices, and all activities necessary to co-ordinate Gating and Sanctioning? What you will be doing!

  • Facilitating the development of Environmental Remediation Management portfolio and Nuclear Liability Legacy Strategy and Liability (Hazard) Reduction Roadmap including configuration control of the liability cost estimate.
  • Managing of trend process providing early identification of potential impacts to the portfolio arising from both strategic planning as well scope and performance issues arising from the programs and projects. Working closely with the Mission Program Office support the evolution and management of trends towards potential changes to the baseline and liability cost estimate.
  • As applicable, the coordinating and development of Long term, ten (10) year plans, five (5) year rolling funding reprofile, and Annual Program of Work and Budget in line with timescale and requirements established by corporate planning. Plan development will include appropriate assurance activities in support of ensuring the credibility and deliverability of plans. Additionally will provide technical authoring / drafting and graphics support and ensure plan are cohesive.
  • Coordinating the development and negotiations for the Annual Performance Evaluation and Measurement Plan (PEMP) including Award Fee Data Forms ensuring clear drafting of objective and deliverable targets for the mission.
  • Monitoring performance and coordinating the generation of forecasts for all funding requirements. Ensuring senior and executive management within ERM are informed of current project funding status and potential issues, and proactively engage with AECL to ensure funding requirements are maintained.
  • Ensuring all planning activities align with CNL and AECL requirements for sustainability including in particular indigenous reconciliation.
  • Coordinating the preparation of timely mission level reporting including safety, performance, resource management/ hiring information, and PEMP information for the VP report and all material that may be required for reporting to AECL. The development of reports will entail many reviews, drafting and activities necessary to ensure the delivery of accurate, high quality and consistent reporting to the mission and AECL.
  • Hold accountability as Control Account Manager for Common Element control accounts, including defining budgets, updating forecasts, and estimates-to-complete, authorizing expenditures, monitoring monthly spends, conducting variance analysis, and recommending appropriate corrective action, monitoring and verifying accuracy of charges, and completing monthly variance analysis reports.
  • Providing financial decision support including the provision of financial data and information in support of performance management, business cases, project change requests, requests for sanction and net present value calculations in support of maintaining the liability cost estimate.
  • Supporting ERM procurement activities in respect of financial assessment of suppliers, conducting the necessary financial assurance per management system requirements, and advice on securities.
  • Overseeing of financial analytics and power BI information/dashboards.
  • Working closely with Program Management Office (Business Management), Business Management Leadership, Program Directors , Projects, and Supply Chain Management teams, ensure the effective co-ordination and timely submission of Projects Sanction Requests, Project Change Requests (PCR) and key procurements to the Executive, CNL and CNEA Boards.
  • Maintaining and progress planning activities on the Gate Progression Schedule and documents submitted to the CNL and CNEA board including the necessary co-ordination with the PMO and office of the company secretary.
  • Overseeing of resource supply and demand management working closely with HR and Supply Chain Management including associated reporting of status and interfaces to company will skills and workforce planning.
  • Overseeing of support to Programs and Projects in development of hiring plans as well as alignment of ‘handshakes’ and budgets with functional support required for execution.
  • Working with relevant stakeholders projects to ensure CNL systems (P6, Cobra & Oracle) hold the relevant information to support accurate resource planning.
  • With HR and Supply Chain Management providing identification of appropriate strategies that support the timely provision of resources.
  • Overseeing of general administrative support as required in connection to the scope contained within this profile.
  • Coordinating of IT/IS support as necessary.
  • Providing visible leadership both in person and virtually.
  • Developing a one team approach at a business management level.
  • Facilitating a collaborative working environment.
  • Ensuring clarity of roles and responsibility.
  • Establishing of goals and objectives, developing strategies, and assigning tasks aligned to functional and organization vision and strategy
  • Communicating with team members, providing feedback and support, and addressing any issues or concerns
  • Monitoring team performance and providing coaching and development opportunities to improve individual and team performance
  • Representing the functions on behalf of Business Management
  • Working with the relevant corporate functions to ensure appropriate level of support and resources are available including demand planning , recruitment, and provision of 3rd party support.
  • Coordinating cross functional support as an integrated business management solution, including regular meetings to provide oversight of business management performance
  • Managing the day-to-day operational requirements and resources assigned in line with the functional Policy, Procedures, and Guidelines.
  • Working with functions to identify opportunities for continuous improvement
  • Ensuring appropriate functional performance management of staff including as relevant joint assessment with the functions.

What we are looking for:

  • Education
    • University degree in a discipline relevant to the role
    • Certification in Project Management, Commercial Management, or general Business Administration would be seen as advantageous.
  • Experience
    • At least ten (10) years of progressive senior management experience leading multi-disciplinary business teams, ideally in the nuclear industry or complex regulated business environment.
    • Proven experience in the acquisition, development and oversight of human resources, including expertise in strategic forecasting of requirements, engagement of resources to recruit and hire employees and contract staff, oversight of organizational growth/ change, and the establishment and/or implementation of frameworks for training, development, performance management and succession planning.
    • Demonstrated capability to perform at a senior level, to work in teams, to build trusting relationships with internal and external counterparts and stakeholders, to develop and implement strategic initiatives, to lead people to succeed, to accomplish WL and CNL objectives, and to professionally represent the WL in local communities, and at national and international venues.
  • Knowledge, Skills & Abilities
    • Ability to establish a clear vision including the knowledge and skills in establishing company, Business Management and ERM goals and systems of measuring effectiveness of goal attainment.
    • A leader of change in setting direction and urgency, building a coalition of support, communicating widely, handling resistance to change and facilitating implementation of successful change actions.
    • Mature leadership competencies in the areas of organization and administration; optimizing talent and building teams; collaboration and consensus-building; meeting commitments and satisfying stakeholders; problem-solving and implementing change; and continuous improvement and learning.
    • Familiarity with various elements of project management systems and the tools used to plan, implement, track, and report on project performance. Previous knowledge / experience with the workings and products of Primavera scheduling software, formal risk management frameworks and project scope breakdown and cost account structures would be beneficial. Working knowledge of managing project using EVMS and/or a PMP designation would be an asset.
    • Excellent business perspective and ability to broadly analyse and strategize to formulate high-level plans and objectives to meet mid to long-term goals and to subsequently direct the translation of these outcomes into annual and operational targets that support the achievement of these goals.
    • Strong financial management capability, with robust understanding of the CNL and federal government processes used for business planning, budgeting, forecasting, accounting and reporting functions. Experience performing this duty in a complex organization, with multiple data sources.
    • Superior understanding of supply chain management, knowledge of CNL policies and processes for the procurement of goods and services and key elements of contracting strategies. Knowledge of insurance and legal provisions for contracts relating to assets.
    • Good knowledge of systems and applications used to manage information, communications and security and demonstrated capability to lead collaborations of Business Management, ERM staff and IT subject matter experts to define requirements, implement and upgrade hardware and software typical of that required for ERM.
  • Security Clearance Eligibility Required
    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Location :

This role is based out of CNL’s Chalk River site, however, subject to the terms of this agreement, the primary work location will be remote. The role will require some regular and frequent attendance at the Chalk River site. The schedule and frequency will be determined by discussions with the manager as well as internal client and project needs. CNL may require travel from time to time, as necessary.
