The Senior Specialist, Technical will play a pivotal technical role as the division focuses on the on-going support and operation of the IT infrastructure, security and support services across Ontario Health. This role is part of a tight-knit and dynamic team, supporting all facets of the OH IT infrastructure environments. Working with state of the art technology, supporting a highly available and highly secure environment with limited downtime 24 x 7. Our client community runs highly sophisticated applications that require immediate response, attention to detail to ensure SLA's are met or exceeded, and downtime is kept to a minimum.

Here is what you will be doing:

  • Collaborates with peers and programs to ensure alignment of practices, patterns, and solutions.

  • Stays current on business strategy and assess new trends with respect to Ontario Health's business needs, and identifies opportunities, impacts and transformations required to realize their value and assess their implications on the future state of specific products or portfolios.

  • Stays abreast of technology, architecture and solution design trends as related to domain.

  • Works with internal stakeholders and external vendors to understand business needs across OH and trends in IT across the broader health system as they relate to specific products or portfolios.

  • Guides and influence product owners and vendors partners to align solutions to Ontario Health's digital vision.

  • Collaborates with and guides and mentors junior and peers by elevating their breadth and scope of knowledge of data solutions, the Healthcare domain, and best practices, and supporting the development of solutions and documentation.

  • Develops infrastructure processes, procedures, templates etc. and provides assistance to others.

  • Works with product management, supports roadmaps and architectural alignment to ensure delivery of project and product objective as related to practice within scope.

  • Delivers service quality at the Product and Project Level for their assigned work.

  • Fosters sustainable, trusted relationships with stakeholders, partners, colleagues, and superiors.

  • Acts as subject matter expert to stakeholders in multiple specialized areas.

  • Acts as a subject matter expert for OH partners to support understanding the use of infrastructure products and services.

  • Works with internal stakeholders to understand business needs across OH and their impact to specific products/portfolios.

  • Identifies and escalate issues and works with clients to ensure adherence to practice management and quality standards.

  • Provides thought leadership across program areas.

  • Guides and influences project team to align and build with an eye to OH's practice principles and industry best practices.

  • Provides alternative solutions and options for business and technical challenges.

  • Identifies dependencies in project/product deliverables and provides guidance for planning and delivery.

  • Implements standard practice as related to new projects and releases ensuring quality and adherence to standards.

  • Influences and guides lead developers related to best practices and principles.

  • Works at a medium level of autonomy in setting objectives based on minimal direction from management.

  • Makes decisions that have limited/moderate impact where errors could impact patient care.

Here is what you will need to be successful:

Technical Requirements

  • Bachelor's degree in a related field.

  • 3 - 5 years of experience as a technical specialist in product/service/technology/health care domain(s).

  • Strong knowledge of service management, control, and architecture frameworks such as ITIL is required.

  • Strong knowledge of administration tools such as O365 suite.

  • Strong knowledge of workflow tools such as BMC Remedy or other case management and ticketing system and experience with server administration.

  • Experience in scheduled maintenance and deployment/release activities. ITIL certification V3 / V4 Foundation is required, with direct and demonstrated knowledge of a defined ITIL practice or process.

  • Knowledge and understanding of tools and techniques for managing changes, incidents, and problems (BMC Remedy or another similar tool).

  • Strong knowledge and understanding of technology planning/service Roadmaps, Strategy and Operating Plan development.

  • Knowledge of disciplines such as Business practices, Applications, Information, Infrastructure, Privacy and/or Security.

  • Experience working with some of the following middleware products and platforms:

  • API Gateways, API Gateway policies

  • Oracle Weblogic Server

  • Apache Tomcat

  • Apache Http Server and IBM Data Power

  • SAG Webmethods Integration Server

  • Messaging service such as ActiveMQ and IBM MQ

  • Jboss

  • Application containerization platforms such as Docker Container, etc,

  • Redis database

  • Experience working with/supporting web-based applications running in Red Hat Linux environments and Solaris

  • Experience working with CI/CD tools such as Git, Jenkins pipeline for automated application deployment and code drop.

  • Strong communications skills, both orally and in writing, to elicit business needs requirements from internal stakeholders and external vendors; influence product owners to align solutions to strategies; develop/design processes, procedures, templates; facilitate and negotiate in support of internal partner engagement; deliver presentation material.

  • Ability to understand and translate operational business requirements into effective practice designs and solutions.

  • Ability to resolve business rules, information and application conflicts involving shared services, applications and resources.

  • Ability to provide alternative solutions to solve business and technical problems as related to the practice within scope.

  • Ability to troubleshoot/triage using a variety of tools and techniques for anticipating, recognizing, and resolving technical (hardware, software, network and operational) problems.

  • Ability to lead project work in a domain, communicating and guiding consumers and project from assets business and technical aspects.

  • Ability to apply IT privacy and security standards, principles, and regulations applicable to health technical solutions.

  • Ability to work on, prioritize and deliver projects/initiatives according to agreed-upon timelines amidst constantly changing priorities.

  • Technically savvy with business understanding and the ability to communicate to internal business stakeholders and technical staff alike to build consensus and resolve technical issues and conflicts.

  • Ability to work at a medium level of autonomy in setting objectives based on minimal direction from management.

  • Ability to make decisions where results have limited impact.

  • Capacity to be aware of, control, and express one's emotions, and to handle interpersonal relationships judiciously and empathetically within product/project teams.
