Main Purpose and Function

The primary focus of this position will be to review and optimize firewall rules, ensuring strict alignment with current internal standards and guidelines. This position will also be responsible for documenting current firewall configurations, developing, and applying hardening guidelines for Palo Alto and Cisco FTD firewalls, and assisting in implementing new firewall rules to support current initiatives.


The Senior Technical Specialist - Network Security will be responsible for providing guidance and working on complex technical and analytic work relating to the investigation, design, configuration, implementation, monitoring and support of the data network and associated infrastructure. They will provide technical expertise and guidance to both the Network Manager and the Technical Specialists and act as a technical lead for network and other IT projects. They will work with customers to complete needs assessments and will have a broad knowledge of total system architecture and complex inter-relationships between its components.

Specific Duties and Responsibilities
The Senior Technical Specialist - Network Security will be responsible for both operational and project work. They will support the City's network infrastructure by providing technical and analytical work in planning, designing, configuring, installing, supporting, monitoring and maintaining the City's local and wide area networks. They will be responsible for providing technical guidance and expertise to the Technical Specialists, particularly in network design, complex troubleshooting, new technologies and projects.

This position is responsible for developing project plans, monitoring project budget, schedules, ensuring the successful completion of operational tasks and projects, while maintaining standards, following proper procedures and ensuing documentation is completed. They are responsible for assessing the feasibility of existing and alternate products and technologies in order to make informed recommendations on product and technology selection, budget estimates and architecture design.

The Senior Technical Specialist - Network Security will complete needs assessments, collaborate and coordinate with various departments to install new technology, services and connectivity to sites and will perform other duties as assigned.

Qualifications
Education and Experience:

  • The successful candidate will have a Bachelor's degree in Computer Science, Engineering, or related field.
  • A minimum of five years related data network experience in an enterprise environment, preferably with some project management experience; Cisco Certification (CCNA, CCNP, or CCIE or equivalent), Security Certification (CISSP), Palo Alto Certification (PCNSE) and extensive Cisco & Palo Alto experience and other related training; experience with firewall deployment in partner organizations or an equivalent combination of education, training and experience.

Knowledge, Skills and Abilities:

  • Proven experience in firewall rule review and configuration management.
  • In-depth knowledge of Palo Alto and Cisco FTD firewall technologies.
  • Strong understanding of network security principles and best practices.
  • Experience with firewall ACL rule creation and management.
  • Thorough knowledge of system integration across technical platforms
  • Thorough knowledge of network and communications hardware such as routers, L3 switches, Firewalls, WiFi , VPN's, and communications software and protocols such as TCP/IP, IPsec Tunneling, MPLS,SNMP, QOS, ADSL, T1, 802.1x, BGP and EIGRP.
  • Strong understanding of core networking infrastructure
  • Strong understanding of network security and PCI requirements
  • Strong understanding of wireless data networks
  • Strong understanding of VoIP technologies
  • Strong problem solving skills
  • Considerable knowledge of current trends and future directions of standards and products in Network and Information Technology
  • Considerable experience in planning, budgeting, configuring and installing data network and communications hardware, software, and related components for both local and wide area networks in an enterprise environment
  • Experience in analyzing and resolving network hardware and software problems in a timely and accurate manner
  • Knowledge of monitoring and reporting tools
  • Thorough working knowledge of office productivity tools and have the ability to develop, document and communicate project plans and procedures
  • Excellent oral and written communication skills and the ability to work with technical and non-technical staff
  • Ability to lift 25 kg for equipment moves and installations and requires mobility for manual work involved for install and configurations

Drivers License and Record Checks

  • An Enhanced Reliability Check security clearance is a requirement of this position

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
