Main Purpose & Function

The Privacy Administrator, reports to the Director, Access to Information and Privacy, (ATIP), and is responsible for matters related to the development, implementation, maintenance of and adherence to the City of Vancouver's privacy management program. The position will support and promote the City's privacy initiatives, ensuring privacy practices, methods and corporate responsibilities are maintained and in compliance with the Vancouver Charter, the Freedom of Information and Protection of Privacy Act (FIPPA), Corporate Records Management policy and procedure, the City of Vancouver's Privacy Policy, CCTV policy and procedures, and Government regulations.

The position reports to the Director, Access to Information and Privacy and works collaboratively with the City Clerk's Management team. The Privacy Administrator works closely with the ATIP team, city management and staff, and the public at large.

Specific Duties & Responsibilities

  • Acts as a point of contact for staff on privacy program inquiries and requirements as new or existing programs are developed or revised.
  • Assists with the privacy workload, including PIAs, CCTV Applications, and privacy incidents, matters and queries. Logs and tracks all incoming work. Develops and reports privacy metrics.
  • In partnership with the ATIP Director and Privacy Analyst, designs and implements consistent, effective privacy practices that minimize risk and ensure the confidentiality of protected City of Vancouver information across all platforms.
  • Contributes to the maintenance and expansion of the City's privacy management program, including administering the privacy impact assessment (PIA) process, monitoring the Personal Information Directory, and assisting in the development of policies, procedures, and best practices.
  • Assists with investigations to alleged violations of FIPPA, policies and procedures.
  • Assists with direct inquiries from the public on privacy matters, investigates individual complaints and corresponds with individuals regarding their concerns.
  • Assists with liaising and directing staff during incident, breach, or complaint investigations. Compiles investigative materials, drafts incident reports, assesses risk, advises staff and follows up on corrective action.
  • Assists with providing analysis, guidance, advice, and training on requirements for privacy compliance.
  • Assists with the City's organization-wide PIA process and procedures to ensure the development of new products and services is consistent with the City's privacy policies and legal obligations. This includes assisting staff with the completion of Privacy Risk Management Checklists and PIAs.
  • Reviews CCTV applications to ensure compliance with City policy, procedures, and FIPPA. Advises staff on the completion of applications and co-ordinates final approval process.
  • Identifies contentious issues and risks, monitors changes to best practices and legal requirements, briefs the ATIP Director and implements revisions accordingly.
  • Reviews the Office of the Information and Privacy Commissioner's (OIPC) resources, rulings, and guidance documents to ensure accurate and consistent application of FIPPA requirements. Conducts reviews of other provincial and federal Privacy Commissioners' resources to ensure adherence to industry best practices.
  • May conduct FOI file reviews of sensitive and highly confidential cases, e.g. labour relations matters, as will be assigned from time-to-time.
  • Liaises with law enforcement bodies and City staff to process and respond to law enforcement requests.
  • Assists with preparing and organizing materials for privacy matters, such as PIAs and mandatory breach reporting, brought before the OIPC.
  • Coordinates the City's Enhanced Security Clearance (ERC) and Contractor Security Clearance application processes.
  • Supports and adheres to Corporate Records Management best practices.
  • Promotes and supports the ongoing development, improvement and implementation of City of Vancouver guidelines, procedures and policies.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • University graduation at the Bachelor's level in an appropriate discipline such as information management, law, or an equivalent degree.
  • One to three years of progressively responsible experience in privacy; a minimum of two years of municipal/public sector privacy experience is preferred. Some access to information experience is also valuable.
  • Formal training in access and privacy principles i.e. Information and Access certificate or certification through a recognized professional organization such as the International Association of Privacy Professionals, (IAPP).
  • Or an equivalent combination of education, training and experience.

Knowledge, Skills and Abilities:

  • Demonstrated understanding of process management, investigation, research, analysis, and superior skill in the application of information and privacy principles.
  • Demonstrated ability to exercise a high level of judgement and confidentiality when handling sensitive personal, corporate and HR/labour relations information.
  • Demonstrated knowledge and understanding of the Privacy Provisions of the FIPPA and Regulations.
  • Detailed knowledge of the Vancouver Charter or the Local Government Act of British Columbia.
  • Demonstrated superior ability to effectively communicate in verbal and written form.
  • Exceptional editing skills and ability to prepare professional documents, such as reports, memoranda, and presentations.
  • Excellent working knowledge of quality control and risk management principles.
  • Excellent facilitation, persuasion, negotiation and problem solving skills.
  • Demonstrated proficiency with Adobe Acrobat Xpro or similar redaction tool set and the Microsoft Office Suite of products.
  • Excellent organization and time management; demonstrated ability to work well under pressure and meet tight deadlines.
  • Demonstrated ability to work effectively as a team member; superior interpersonal skills and a proven track record in dealing tactfully and effectively with staff, the public and elected officials.
  • Ability to work independently and effectively with minimal supervision.
  • An Enhanced Security Clearance (ERC) is a requirement of this Position of Trust

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
