Main Purpose and Function
The Project Coordinator position oversees the Signals and Safety Programs capital construction projects and assists in the planning, design, and construction within the Traffic & Data Management Branch. This position supports the delivery of new traffic signals, pedestrian and cyclist signals, pedestrian crossing control systems, signal modifications, and is responsible for coordinating, directing and controlling project activities, maintaining all project documentation and reports, including project financials, and coordinating work across internal functional business units, external agencies and contractors. The Project Coordinator implements and maintains project and construction best practices and coordinates Levels 1 and 2 projects with internal staff and external stakeholders.

Responsible for coordinating, directing, organizing and controlling project activities, under the direction of one or more Project Engineers (CEI) or other senior staff within the Traffic & Data Management Branch.

The position liaises and coordinates work with external agencies (Hydro, Telus, Fortis, Port Metro Vancouver, TransLink etc.) and internal staff from other departments/branches (Risk Management, Corporate Communications, VPD, Finance, REFM, Engineering Design and Operations) with an emphasis on developing and maintaining these relationships.

During project implementation the position acts as the liaison between design and operations staff, key stakeholders and the general public; providing consistency and keeping all informed about project status and issues that may impact the project. The EA acts as one point of contact and thus reduces the number of communication channels throughout the project.

Responsible for coordinating and directing work across integrated project teams (design and operations).

Specific Duties and Responsibilities

  • Completes and coordinates technical design reviews and ensures prepared designs meet City design standards that are sustainable and maintainable for City Operations
  • Interprets engineering drawings and work packages; verifies technical information and documents field observations
  • Coordinates pre-construction and construction planning activities including developing/compiling construction packages across various branches. This includes, but is not limited to: the preparation of construction sequencing; scheduling/staging plants; preparation of cost estimates; identification and preparation of site-specific reports; and initiation/execution of project notifications
  • Collects, coordinates, and integrates and controls the project lifecycle scope, cost, and schedule on select projects in the planning and implementation of capital construction projects related to infrastructure on City streets
  • Assists in the inspection and the reporting of construction work and materials
  • Liaises with City Operations, City Inspection staff, and external parties including consultants and contractors to ensure efficient and effective implementation of construction methods as per defined City standards (whether constructed in-house or by an external contractor)
  • Coordinates the development of project-specific traffic management plans
  • Assists in the development and maintenance of project documentation: Project Charter, Project Execution Plan, Project Schedule, Risk Register, Stakeholder Plans, Cost tracking and Progress reports etc.
  • Liaises with consultants, contractors, engineers, other professionals, stakeholders, the general public, and regulatory agency representatives for the purpose of coordinating the design and construction phases
  • Assists the Project Engineer in the procurement process for hiring consultants and contractors for project design and implementation
  • Provides regular status report updates to the Section Head and Project Stakeholders by monitoring progress throughout the design and construction phases of the project
  • Responsible for overall cost management on projects and oversees project account details, Change Order requests, invoicing and other cash flow processes as required
  • Leads and oversees procurement activities with Supply Chain Management where required (including preparing RFPs/ITTs, reviewing proposals and assisting in submission evaluation)
  • Leads project closeout procedures including deficiency walkthroughs, document archiving, account closures and completion/warranty notifications
  • Leads regular project meetings and responsible for documenting and filing minutes
  • Prepares and/or assists in the delivery of stage gate approval presentations to executive and senior management
  • Performs a variety of technical and administrative duties for the Project Engineer
  • Places shopping carts and materials orders based on the Bill of Materials and specifications for the equipment and materials
  • Trains and provides project management technical oversight to peers and junior staff
  • Responds to citizen enquiries related to the projects
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Graduation from an Institute of Technology with a Diploma in in Civil Engineering, including or supplemented by courses in Project Management, Construction Management, Transportation/Utility coordination (streets-focused) or other relevant area of study, plus considerable related experience in a Municipal setting; or an equivalent combination of training and experience
  • Experience in project management processes, including, but not limited to, cost estimating, scheduling, progress tracking and status reporting

Knowledge, Skills and Abilities:

  • Sound knowledge of the methods, practices, materials, tools and equipment used in construction and installation of Municipal utilities
  • Sound knowledge of Municipal engineering plans, specifications, contract documents and data related to the work
  • Sound knowledge of MS Office, SAP, MS Project and AutoCAD and GIS and Hansen
  • Ability to develop and compile construction packages and of construction methods - particularly in road construction within an urban environment
  • Considerable knowledge of electrical and civil construction methods and materials, as well as other associated construction activities/relocations (eg. electrical, duct banks, etc.)
  • Sound knowledge and experience in procurement procedures and contract administration; experience working with external consultants/contractors
  • Familiarity with the City's street system, construction methodologies, environmental management and transportation policies and regulations is required
  • Thorough understanding of the MUTCDC and City's Design Manual and Construction Specifications and MMCD standards
  • Solid knowledge of Project Management processes and the City's Project Management Framework
  • Ability to read and interpret engineering drawings/ specifications and problem solve with accuracy in a technical environment
  • Ability to prioritize and organize work; ability to work independently in a fast-paced, multiple and competing deadline environment
  • Ability to work well in a team environment, with little or no supervision
  • Excellent interpersonal skills; excellent written and verbal communication and conflict resolution skills
  • Ability to supervise the work of contractors or other subordinate staff engaged in technical field or office tasks
  • Accuracy and attention to detail as the work impacts the City's business operations both financially and in the management of project delivery, execution and coordination
  • Effective organizational skills; excellent record management skills and understanding of Organizational Quality Management Ability to work outdoors in inclement weather; adhere to site safety compliance requirements
  • Research, investigation and analytical skills; proven ability to understand, identify, track and report project key performance indicators
  • Ability to summarize data in an accurate written format and assist in the preparation of a variety of project reports; excellent organization and records management skills
  • Skill in the use of manual and computer assisted drafting tools and equipment

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
