Job Description Summary
The Advisor, Security Programs is responsible for the development and oversight of security risk mitigation operational planning, including Security Event Planning, and handling incident escalations through investigative processes and stakeholder communication. This position supports the Manager, Security Operations in the administrative and operational management of the Campus Security patrol functions, and works with senior management in the management of complex security issues (eg. threat management, operational planning, event crowd control and event planning).
Organizational Status
The Advisor, Security Programs reports to the Manager, Security Operations and facilitates the administrative and operations management of departmental objectives. This position has delegated authority for oversight of Patrol Operations Staff and delivery of security operations in the absence of the Manager, Security Operations.
Work Performed
Develops Security Risk Mitigations strategies for Operational deployments of Security Services, including Event Security, by analyzing and reviewing escalated incidents, collects required data and policies that mitigate or prevent risk to UBC.
Conducts incident investigations as required, which may include physical security or personal security incidents requiring a high degree of sensitivity
Provides follow-up with stakeholders, including liaising with internal specialized clients and police of jurisdiction. Maintains meaningful and ongoing relationships with internal and external partners, to ensure that operational planning is upholding established objectives with stakeholders.
Completes comprehensive proactive and reactive security risk assessments to support in developing risk mitigation strategies for UBC and internal clients.
Responsible for the planning of staffing deployment, the effective use of resources for sufficient coverage to meet operational requirements, in accordance with customer needs, departmental policies/procedures and within budget limitations.
Provides orientation, training and coaching to employees on departmental policies, procedures and best practices on risk mitigation.
Provides operational expertise on risk mitigation to university departments and external agencies (eg. event organizers, UBC external clients, RCMP), responding to changing circumstances and monitoring client satisfaction.
In the absence of the Manager, Security Operations, responsible for the oversight of patrol Operations staff and delivery of security operations.
Develops communication and implementation of departmental operational procedures; recommends changes as required.
Performs other related duties as required.
Consequence of Error/Judgement
The Advisor, Security Programs is expected to make decisions with limited consultation. Decisions regarding policy and resource implementation can have a direct impact on the security of assets and safety of staff, students, faculty and others on campus. Actions can have a direct impact on the reputation of the university and the morale of staff. Failure to adequately advise on patrol operations functions could negatively impact the safety and security of the campus community.
The incumbent must effectively advise on complex situations through the deployment of the appropriate resources of the department, ensuring compliance with regulations and legislation. While a portion of each task is documented, many unique or exceptional circumstances occur which have to be proactively resolved. It is in these situations where the incumbent must utilize excellent problem-solving skills and professional judgment to complete the task.
Supervision Received
The Advisor, Security Programs works independently and has considerable autonomy. This position will consult with the Manager, Security Operations and senior management to obtain strategic direction. Work is reviewed in terms of achievement of operational targets and effectiveness of specialized advice, support and response to complex security issues.
Supervision Given
The Advisor, Security Programs provides support of the department resources in the absence of the Manager, Security Operations, or upon designation. Indirect leadership provided for assigned resources on projects, departmental programs and specialized deployments.
Minimum Qualifications
Undergraduate degree in Criminology, or Psychology or the equivalent. Minimum of two years of experience in security and personnel administration.

Preferred Qualifications
Completion of the Justice Institute of BC Private Security Officer's certificate is an asset.
Professional Certification and/or membership related to the role, ie. CATAP (CTAP), ASIS (CPP/CPI) is preferred
BC Private Security Private Investigators License is an asset.
Threat and Risk Assessment, and developing risk mitigation strategies training and experience is an asset.
Strong administrative skills with the ability to maintain accuracy and attention to detail.
Sound working knowledge of Microsoft Office software programs.
Experience managing in a unionized environment is an asset.
Exceptional leadership skills with emphasis on decision making, problem solving and the ability to foster a motivating and respectful environment.
Working knowledge of the Criminal Code of Canada, BC Motor Vehicle Act, BC Highways Act, Charter of Rights, and Rules of Evidence and other applicable legislation
Knowledge of the operation and monitoring of electronic security systems is an asset. Ability to develop and implement strategic plans, policies and procedures and manage projects through to completion.
Ability to assess, develop, coordinate, lead and evaluate training requirements.
Ability to effectively manage organizational resources (e.g. people, materials, assets, budget)
