Job Summary
Supporting the Vision, Values, Purpose and Commitments of Fraser Health to delivery services that are centered on the patients/clients/residents and families:
The capacity and planning Architect works with our shared services and vendor partners to ensure those partners meet Fraser Health needs in operating our data centres in an efficient manner when managing capacity.
This role will create architectural standards, processes and implement data gathering techniques to inform the operators of our data centres regarding our growth and sustainment needs by collecting and analyzing.
- Technology consumption
- Technology projects from our health informatics, redevelopment and information technology teams as well as our client partners across the organization.
This will supply information throughout the year to improve our forecasting and budgeting processes.
This Architect will collaborate with our service providers in annual planning processes and support Frasers technology needs as we consolidate our datacentres and migrate some applications to cloud.
As Fraser Health matures and changes its data centre landscape, it is searching for an individual who understands IT infrastructure, data centre operations and planning and business planning. This person must be a team player and be able to manage vendor relationships and champion Fraser Health in these relationships. This role is the start of a larger IT management capability that will grow as Fraser assumes more oversight of IT operations and management.

- Create a data centre growth forecasting methodology.
- Provide oversight and expertise on data centre services, planning and growth aligned with our DC services providers.
- Work with Fraser technology management to design an IT management team that can oversee vendor relationships and assume some responsibility for future IT operations both on premise and in cloud.
- Work with Fraser Health teams and departments to assess their needs for on premise technology to support growth of current systems and future needs.
To join our team, we will look for you to have:
- Bachelor's degree in Computer Science, Software Engineering or a related study or equivalent combination of education, training and experience.
- At least seven (5) years of related experience in a large complex organization including at least three (3) years' experience in a leadership position.
- Hands on experience in operating and planning data centre growth and sustainment.
- Experience with working in a multi-disciplinary environment involving multiple stakeholders and competing priorities.
- Certifications in related disciplines such as leadership, project management and data centre technologies.
- Proven leader who can work with stakeholders, be independent and lead this area with their expertise.

The Solution Architect provides business architecture design expertise and leadership to the Information Management (IM) service within Fraser Health including identifying, designing, and evaluating alternative IM solutions that will enable effective health care delivery, optimize the realization of business benefits, and mitigate IM risks. The IM Solution Architect develops IM solution models from the conceptual level through logical to high level physical. To ensure effective outcomes, the IM Solution Architect demonstrates strong links among the desired benefit/outcome, the capabilities of the solution, and the overall investment of funds.
While embracing whole business solutions, the Architecture encompasses automated processes (purchased or custom-built applications), electronic information collections, defined domains of automation, interfaces and integration points with other systems, interfaces to manual business procedures and information collections, and information technology (computers, networks, operating system software, database management systems, security software, middleware, etc.). The Architecture directly integrates business information, functions and processes, must be implementable within the organization and other stakeholders impacted (change management), and must be deliverable given current technology standards and established solution and delivery constraints (project management).
Responsibilities
- Provides business architecture design expertise by understanding and reviewing requirements and analyzing and translating business and clinical needs into an architectural plan that outlines whole solutions to meet those needs. Identifies and considers alternative IM conceptual solutions and recommends an IM Solution Architecture. Determines the viability of IM solutions and investments in them. Provides related consultation and advice to Executive, Senior Management, Informatics Councils, Initiative Executive Sponsors, project teams and to the Initiative Delivery Steering Committee.
- Designs the IM Solution Architecture to enable the business solution at the conceptual and logical architecture level (and high-level physical as necessary), to integrate across applications, systems and platforms, and to support Fraser Health's business needs. Reviews change requests that impact the architecture and scope of the solution, making recommendations as appropriate.
- Participates in risk assessments, risk management planning and audits related to Information Management processes, applications, technology and security.
- Participates in the business solution design of assigned initiatives and within the scope as defined in the business case by the health care program area; provides skills and expertise in the areas of modeling function and process, information and data. Contributes to the development of a program tactical plan (initiatives roadmap) to achieve the health care program strategy.
- Ensures that all solution features are necessary and sufficient to support business needs and benefits as documented in the business case including enabling business/function/process, change requirements and project management requirements.
- Collaborates with IM staff to ensure that the Solution Architecture will function in the FH Technology environment; collaborates with delivery management to develop delivery plans that estimate effort and that assess the project's scope and quality.
- Provides expertise during the phases of the system implementation lifecycle to ensure that the solution adheres to the approved architecture; ensures that exceptions are documented and approved by relevant committees or management. Participates in the procurement of IM solution components including the creation of requests for proposal and proposal evaluation.
- Provides education to the Executive, Informatics Council, and initiative Executive Sponsors on relevant topics.
- Leads the evaluation and refinement of tools and methods used to document Solution Architecture and mentors other IM staff in the benefits and use.
- In collaboration with the Director, develops annual goals and objectives for the assigned area of responsibility, ensuring consistency with department plans and Fraser Health objectives and strategies.
- Participates in maturing a Fraser Health Enterprise Architecture and supporting business function.
- Participates in assigned Fraser Health, Provincial, and Federal committees and projects; chairs and/or leads discussion as required.
Qualifications
Education and Experience
Bachelor's Degree in Computer Science, Business, Health Information Science or related field supplemented with seven (7) to ten (10) years as a Senior Business Analyst, including two (2) to three (3) years as a Solution Architect (SA) with experience related to the design, development and implementation of information management solutions with a strong emphasis on meeting business objectives, or an equivalent combination of education, training and experience.
Current BC Drivers' License and access to a vehicle for business related purposes.
